Abstract:

In the Philippines, service workers outnumber workers in industry and agriculture. Wage workers are the majority, but there is substantial nonwaged employment. Marxist categories as a relational theory of social classes can unpack these characteristics of the working class. Production relations and the labor theory of value are relevant concepts. The working class is defined by its situation—it is the propertyless mass who must sell their labor power in return for wages to the capitalist class who own the means of production. Thus, service workers are no less proletarian than industrial workers. Moreover, service workers engaged in the supply chain of commodity production—from engineers designing products to workers transporting goods to wholesale and retail employees laboring at the point of sale—all contribute to the creation of value and surplus value. Proletarianization subjugates sections of the working class and even independent producers to the industrial regime characterized by division of labor and mechanization of work. Capitalism simultaneously creates, destroys, and reconstitutes sections of the working class as it develops. For Marx, the working class is composed of the army of labor and the reserve army. The reserve army of labor is the nonwaged population or the urban and rural poor in the Philippines. They are the semi-proletariat, which connotes their similarity yet distinctiveness from the proletariat.

By the close of the nineteenth century, Hawai‘i had become a newly annexed territory of the United States and was tightly controlled by a cohesive oligarchy ofhaolesugar capitalists. The “enormous concentration of wealth and power” held by the Big Five sugar factors of Honolulu up until statehood was unparalleled elsewhere in the United States (Cooper and Daws 1985: 3–4). In contrast, native Hawai‘ians and immigrants recruited from China, Portugal, Japan, and the Philippines—in successive and overlapping waves—endured the low wages and poor working and living conditions characteristic of other agricultural export regions.

Abstract:

Women negotiate gendered discourses of reproductive agency in resolving unplanned pregnancies. Invoking an intersectional lens, this paper examines how these discursive dynamics differentiate across social class in the Global South context of the Philippines. Utilizing a novel mixed methods strategy, we triangulate quantitative findings from a Q sort task and qualitative accounts of pregnancy resolution to identify classed discourses of reproductive agency as (a) reclaiming maternal virtue and (b) asserting autonomous choice. Statistical analysis reveals significant discursive divergence across class, wherein working-class women primarily adopt maternal virtue discourses while middle-class women disproportionately subscribe to autonomous choice. Interpretative analysis of women’s accounts complicates this bifurcated characterization by surfacing the diverse ways by which women negotiate both discourses in narratives of abortion and carrying to term. We discuss our contributions to the literature in terms of multilevel theoretical engagement with classed complexity in gendered issues like reproductive agency as well as innovating mixed methods in intersectional research. We conclude with reflections on advancing reproductive justice, especially in Global South societies like the Philippines.

Abstract The pursuit of overseas English language education by South Korean youth has resulted in a hierarchy of educational destinations, with migrants studying English in the Global North attaining higher cultural capital compared to those learning English in the Global South. This article examines the experiences of South Korean youth who pursue education in English language schools in the provincial Philippines. Using in-depth interviews and participant observation with South Korean educational migrants in the Philippines and South Korea, it outlines class and regional dynamics in a pattern of youth mobility the author calls “transperipheral educational mobility.” This type of mobility refers to the transnational movement of less-privileged, that is low-resourced, South Korean youth from peripheral regions in South Korea to peripheral cities in the Philippines for the purpose of pursuing English language education in a budget program. Despite being considered “less legitimate” than the credentials earned by their counterparts in destinations in the Global North, the pursuit of English language education in the Global South, as this article shows, provides forms of precultural capital, compensatory middle-class consumption, and entrepreneurial inspiration that strategically and creatively seeks to challenge working-class migrants’ marginal positions within South Korea's highly stratified and increasingly neoliberal society.

Abstract:

This article examines the "power and the pain of class relations" (Ortner 2006) through the experience of Scottish men working in the global shipping, offshore oil, and fishing industries: industries in which the nationality of workers has changed significantly since the 1980s. It combines recent anthropological literature on subjectivity and cosmopolitanism with a Marxist understanding of class as generated through differing relationships to production. The article describes how British seafarers have experienced the cosmopolitanization of their workplaces, as workers from Portugal, Eastern Europe, and the Philippines have been recruited by employers in order to reduce wages, working conditions, and trade union organization. Drawing on Therborn (1980), it concludes that the experiences gained through this process have led to the development of multiple and often contradictory subjectivities, which people draw on as they choose how to act in moments of crisis, and as they imagine possible futures.

Abstract:

This article explores culinary suspicion toward Chinese Manileños during the Spanish and American occupations of the Philippines. It takes siopao—an urban Filipino adaptation of the Cantonese char siu bao (steamed barbecue pork bun)—as its point of convergence, and explores modern controversies accusing Chinese cooks of using taboo meats instead of pork. These suspicions developed according to a cultural lineage rooted in the exclusion of Chinese migrants and their foodways and formalized in legal mechanisms of urban segregation and exclusionary laws. This article suggests that the simultaneous love and repulsion for siopao stands in for a range of alternative multiculturalisms that sought to govern Chinese bodies, adapted across the imperial fringes of the Spanish and US empires. At the same time, tracing the global networks of Chinese labor, Spanish and American imperialisms, and Philippine migration, this article tells a story of how a portable, working-class Chinese dish became Filipino as it passed through the hands and mouths of a global Pacific.

Abstract:

This study explored learners’ attitudes toward collaborative writing in pairs and small groups (fours and sixes) in a synchronous web-based environment. Sophomore pre-service teachers in one intact class in the Philippines (n=31) completed the same collaborative writing tasks using Google Docs. In three separate out-of-class sessions, they first worked in pairs, and then they were assigned to either groups of four or groups of six in the succeeding two sessions. After completing the tasks, they were asked to complete a post-task questionnaire. The learners had an overall positive attitude toward peer collaborative writing in a web-based synchronous environment as it helps them to develop the content better, find appropriate vocabulary, and improve the grammatical and mechanical accuracy of the texts they produced. Students highly appreciated working in pairs and groups of four. In pairs, they felt that it is easier to manage text-chat deliberation, resolve concerns, and attend to each other’s suggestions. In groups of four, they acknowledged the increase of peer resources for knowledge sharing and in ensuring the accuracy of their language use. Hence, the majority complained that a group of six is not that conducive in a real-time text-chat environment. When asked about their preference, most students would prefer to work in a similar task and environment in pairs. These findings on learners’ attitudes toward collaborative writing concur with the previous literature in face-to-face educational settings and open new insights on synchronous web-based collaborative writing via text-chat.

Abstract:

Labor Laws are made to govern and protect the rights of the workers, thus they are amended whenever warranted to ensure the welfare of the working class, while at the same time upholding the economic productivity and prosperity of the industrial sector. This imperative has attained ordinal importance in the light of the economic integration of the Philippines with ASEAN. Under Article 128 of the Labor Code of the Philippines, the Secretary of Labor and Employment is mandated to conduct routine inspections to assess the compliance of the business establishments with labor standards. In an effort to ease and simplify the inspection process, the DOLE, on July 19, 2013, promulgated the Department Order 131-13 series of 2013, known as “Rules on Labor Laws Compliance System” which contains the new rules and regulations in the implementation of local labor legislation. This paper examined the meaning, coverage, benefits, implications, and implementation of the Labor Laws Compliance System (LLCS) on business establishments in Cebu (inclusive of the province’s component cities and municipalities). Cebu is an island province in the Central Region of the Philippines, with Cebu City as its capital. The growth of Cebu City has influenced incremental economic ripples to its neighboring cities and municipalities leading to a highly urbanized industrial and commercial sprawl called Metro Cebu. The study employed as research methods documentary inspection and analyses, supplemented by in-depth interviews. The informants included government officials and civil servants, executives and managers, labor leaders and private sector employees.

Regardless of numerous studies on translanguaging, little attention has been given to its practice among pre-service teachers, particularly in the ASEAN context. To fill this gap, this article explores the experiences of three pre-service English teachers from the Philippines who were assigned to a private elementary school in Indonesia as part of a pre-service teacher exchange program. Working in a context that did not share a similar first or second language, the three teachers used English, their second language, as a lingua franca in communicating with the students. Drawing upon data from their teaching diaries, class observation, and in-depth interviews, this article reveals that using English in the classroom was challenging because English was neither the first nor the second language of their students. Three narratives from the teachers are recounted to shed some light on their use of translanguaging to bridge the communication gap. The implication of the study is also discussed.

Abstract:

Purpose The purpose of this paper is to explore the work-life (WL) experiences of live-in women migrant domestic workers (MDWs), who represent a significant proportion of migrant workers globally. MDWs play a key role in enabling the work-life balance (WLB) of others, namely the middle-class households that employ them. Yet, their experiences have largely been invisible in mainstream WL literature. The authors draw on an intersectional approach to frame the WL experiences of this marginalized group of women at the intersection of being secondary labour segment workers, with significant legal and employment restrictions as migrant workers, who work and live in the same place as their employers. Design/methodology/approach Qualitative interviews were conducted with 13 women MDWs from Indonesia and the Philippines working in Malaysia. The women talked about the meaning of work as MDWs, how they maintain familial connections whilst working abroad, and how they negotiate their WLB as live-in workers. Thematic analysis of the interviews focused on the intersection of the women’s multiple dimensions of disadvantage, including gender, class and temporary migrant-foreigner status, in shaping their accounts of the WL interface. Findings Three thematic narratives highlight that any semblance of WLB in the MDWs’ lived experience has given way to the needs of their employers and to the imperative to earn an income for their families back home. The themes are: working as MDWs enables the women and their families back home to have a life; the co-existence of WL boundary segmentation and integration in relation to “real” and “temporary” families; and the notion of WLB being centred around the women’s ability to fulfil their multiple duties as MDWs and absent mothers/sisters/daughters. Research limitations/implications The study is based on a small sample of live-in women MDWs in Malaysia, intended to promote typically excluded voices and not to provide generalizable findings. Accessing potential participants was a considerable challenge, given the vulnerable positions of women MDWs and the invisible nature of their work. Practical implications Future research should adopt a multi-stakeholder approach to studying the WL experiences of women MDWs. In particular, links with non-governmental organizations who work directly with women MDWs should be established as a way of improving future participant access. Social implications The study underscores the existence of policies and regulations that tolerate and uphold social inequalities that benefit primary labour segment workers to the detriment of secondary labour segment workers, including women MDWs. Originality/value Extant WL literature is dominated by the experiences of “the ideal work-life balancers”, who tend to be white middle-class women, engaged in professional work. This study offers original contribution by giving voice to a taken-for-granted group of women migrant workers who make other people’s WLB possible. Moreover, the study challenges WL research by underscoring the power inequities that shape the participants’ marginal and disadvantaged lived experience of work, life, family and WLB.

Abstract:

This study assessed the implementation of school and leadership practices of the selected basic education schools and their alignment with the Response-to-Intervention (RTI) model components which enhanced the RTI implementation. The gaps in aligning the school and leadership practices with the RTI model were identified as concerns. As the RTI model is about preparing all students for success in their adult lives and careers, the school leaders hold a very significant position in improving the academic performance of all their learners. The study used the mixed method. The quantitative data analysis used a survey questionnaire and sent to the respondents through Google Forms. The descriptive statistics of frequency, mean and standard deviation was calculated using the IBM SPSS Statistics. For the qualitative data, an interview was conducted with the school principals, guidance counselors and selected class advisers, to clarify and support the responses in the survey questionnaire. Based on the findings, the researcher designed the contextualized RTI framework for basic education in Cebu City, Philippines. The recommendations of the study were: (1) include the RTI systems and procedures in the quality management system of the school; (2) for human resource departments and hiring committees, they should consider the qualification each potential new principal his or her previous experience working with students with special needs; (3) schools should consider providing professional development and training opportunities to principals whose sole or primary classroom teaching experience has been in general education; and, (4) for an individualized professional development planning process, principals might want to incorporate professional development opportunities that focus on leadership support for interventions.

I am pleased to welcome our distinguished speakers, guests, and participants of the 44th Annual Scientific Meeting to its first in-person gathering since the start of the pandemic. On behalf of the National Economic and Development Authority, I would like to congratulate the National Academy of Science and Technology, Philippines for organizing this annual activity that serves as the leading forum for the presentation of scientific and policy research in the country. “What do you want to be by 2040? What do you want to do? What do you want to have?” These are the questions that NEDA asked Filipinos back in 2015 and 2016. The answers represent the collective long-term vision and aspirations of the Filipino people, referred to as the AmBisyon Natin 2040. It is summarized as enjoying a comfortable life in a predominantly middle-class society, where no one is poor and where everyone can feel secure about their future. This long-term vision is intended to serve as an anchor for development planning transcending political periods. As the country’s science, technology, and innovation (STI) foresight document, PAGTANAW 2050 supports the AmBisyon 2040 by offering a strong foundation for strategic planning focused on STI as development enablers and/or disruptors. Delving into local and global drivers of change that could affect the needs and aspirations of the Filipino people on, developments in areas of national interest before 2050 could be anticipated towards a more secure and competitive economy. I look forward to the policy recommendations resulting from this year’s Annual Scientific Meeting. With NEDA and NAST PHL working hand in hand, I am confident that our visions of AmBisyon Natin 2040 and PAGTANAW 2050 will truly become a reality. As the theme goes, let us look ahead to a sustainable and resilient future.

Abstract:

AbstractWhat occupies us in this volume is how women at all social levels devise their own coping mechanisms to deal with the impact of externally imposed pressures. Their stories reflect the creative solutions with which they have come to terms with some of the resulting problems, but always in a very personal way and without recourse to any form of collective action or organization. With a few exceptions, most of these women are still committed to traditional roles and the perception of obligations, even if the content of the role has changed. At least these "core" roles seem ideologically more resistant to change, such that there is a considerable lag between changing social conditions and the values underpinning them (cf. Goody, 1984). Apparently, it is only when women have become exposed, either through education, overseas travel or scholarly professions, that outside ("Western") notions of feminism and gender equality emerge. It is the highly unique and privileged upper middle class who agitate and raise the consciousness of their "deprived" sisters, and who also initiate women's organizations and support centres. If an awareness of womanhood for itself, a gender-as-class type of feminism has yet to surface in most of the societies of Southeast Asia, it is still legitimate to pursue the question of situation of women as a group-in-itself, as a potential action group. If we focus on the kinship system, as we have seen above, there is little in the ideology, distribution of resources and male-female relationships in traditional Southeast Asian practice (the immigrant Chinese here being something of an exception), to suggest an undue exploitation or oppression of women as a whole. In the domestic arrangements of most of them, a modus vivendi had been struck, an acceptance of role complementarily whether labelled the "myth of male dominance" (Rogers, 1975; Hirschon, 1984), or the false consciousness so readily perceived by many outsiders. Operating from the domestic core, women devise all manner of individual strategies to pursue their interests, influence their kin and turn events towards their chosen direction. Whether within or outside the household, such strategies are in the broadest sense political and can have substantial impact upon the male world (Collier, 1974). Commonly, women act or achieve their goals indirectly through men, particularly by the manipulation of husbands, brothers and sons, so that even the Chinese woman may eventually come into her own as a mother-in-law. In this collection of stories, Chat is the supreme example of this kind of successful manipulator. Satisfaction may even be had vicariously, as in Tok Nyam's pleasure in seeing her husband and sons make the pilgrimage to Mecca ahead of her. All of these women have managed to make, within their own small worlds, a choice of action between two or more options: Maimunah and Ah Ling opted for a non-traditional life of their own in the city, while Zainab chose to retreat from it and ease her family into compliance with her choice. The Singapore women's solutions to their working situation constantly result in a creative tension and some changes in the original Chinese family organization. For all the poverty of her family, even Yurni has been bold enough to spurn employment with and dependence on Ibu Ica, whom she dislikes, taking up alternative sharecropping and embroidery jobs instead. Rufina left Manila to marry the man of her own choosing, and in the most desperate of circumstances, devises a constant series of strategies of survival, while she and Tia Lilia are both victims of a system of rural proletarianization endemic in the Philippines. The deprivations of the latter two women stem, not from their position in a kinship, domestic or male-dominated system, but rather from the inequities of the wider society beyond them. In the case of the Muslim women in particular, some "interference" or even conflict emerges between the ideologies of their religion and kinship customs. In matrilineal Minangkabau society, Islam's main impact on Yurni has been in diverting the girls to an inferior or less modern type of education in favour of preparing the boys for a profession or other career. Islam moulded the sequence of Tok Nyam's divorce, remarriage and such important events in her life as the pilgrimage, but in no way prevented her from enjoying an active community life and the profits of her pandanus mat trade. Zainab happened to be growing up at a time when Islam was on the upswing in her social set and the immediate pressures of her social environment undoubtedly provided some coercive effect. Yet the final choice was still her own: Maimunah, living in the same time and place, charted a different path for herself. In the final analysis, it is probably to the world beyond the kin and family group that we must turn to seek the locus of the real inequities and the sources of oppression as they affect women, both in Southeast Asia and elsewhere. As noted above, the origins of most of the problems of the disadvantaged women of our collection lie in their overall class position, or in the political situation of their country. Rufina and Tia Lilia are the most dramatic examples here, and to a lesser degree, Yurni. In these cases, it must be recognized that the men, alongside the women, are also in positions of dependence and deprivation lacking the means to take control of their own lives and condition. It is a fallacy to assume that women represent an undifferentiated common interest group on the basis of their gender alone, for factors more powerful emerge on the backs of such distinctions as wealth, status, class, ethnicity and religion. Even the "advantages" of involvement in modern economic development, employment and education institutions are dependent upon these same distinctions, such that, for example, elite women may benefit more than those of lower status, as shown by Ibu Ica and Yurni, or women of one ethnic origin may be eligible for certain employment opportunities less available to those of other backgrounds for political reasons, as the urban careers of Maimunah, Zainab and Ah Ling illustrate. In the Philippines, it is to the destructive process of increasing rural proletarianization and poverty affecting the country as a whole that Rufina and Tia Lilia owe their pitiful existence, of which their menfolk are equally victims. Women in their own daily lives take cognisance of these various roles in devising strategies of action and charting paths to particular goals. None of this is quantifiable in any reliable way and to attempt to do so is to reduce the women actors to the anonymous shadow, dependent role occupants that most feminists would strenuously avoid. The alternative pursued here is the biographical method which allows us to present more of the individual richness of the situations of a small sample of selected women, as seen through their own eyes. In this exercise, the observer/biographers have deliberately refrained from passing judgment of a cultural, feminist or other variety, instead using the opportunity for interaction with their subjects to gain insights into both cultures through a process of defamiliarization and refamiliarization simultaneously.

Abstract:

The incessant spreading of COVID-19 disease has recently been the major concern to the Filipino since January 2020. The crisis becomes uncontrollable and impacts on all walks of life in terms of their routine living, working conditions, mental health, and social interaction. As observed in the past few months, the Philippine government has attempted to deal with the transmission of infection and economic predicament. However, there has been tremendous criticism towards the government’s methods of solving the problems, and one of the controversial discussions is the inequity of offering assistance packages to socio-economic groups. This article seeks to grasp the perceptions of the Filipino middle class who are mainly excluded by the aid of the government from the COVID-19 crisis since they are misrepresented as capable of self-help and self-responsibility in the neoliberal economy. The results evidently show their responses and narratives to the crisis through dealing with behavioural and social adaptation and psychological coping strategies. In times of the pandemic with low awareness of the government, most middle-class people are still precarious because of the entire dependency on the financial system and employment security to maintain subsistence in the present and future.

Thousands at his bidding speed And post o’er Land and Ocean without rest: They also serve who only stand and wait.”1 1John Milton, Sonnet 19 The COVID-19 Pandemic has brought out most of the best (and some of the worst) in us. Much has been said, shared, even sung about health care workers as frontline heroes. Whether we indeed form the frontline, or man the last line of defense, due credit is being given to all “front-liners” – essential-service workers, drivers and delivery personnel, security guards, the military and police who literally serve in the trenches of this invisible war. Indeed, it is heartening to read the inspiring messages, hear the encouraging words, listen to the uplifting (sometimes funny) music and songs, witness the moving memes and cartoons, watch the refreshing dances and tributes, and receive the healing blessings and prayers on various media and social media platforms. Indeed, we are motivated to continue to work, so that others may safely stay home. Some of us have even been called upon to die, so that others may live. But so much less is and has been said about those who make our battle possible, who selflessly and silently took it upon themselves to clothe us with personal protective equipment, feed us, transport us, and even shelter us as we engage the unseen enemy. It is these heroes I wish to thank today. I certainly cannot thank them all, but I sincerely hope that those I do mention will represent the many others I cannot. Early on, my brother Elmer Lapeña and his Team Twilight group of “golfing enthusiasts and friends” (“company owners, executives, managers, engineers, technicians, entrepreneurs, and expats in the electronics, semiconductor, metalworking, automotive, aerospace, and packaging manufacturing industries”) responded to the call for better protection for frontliners with door-to-door deliveries of Personal Protective Equipment (PPE) to over 40 hospitals in the National Capitol Region, Rizal, Cavite, Laguna and Batangas including the Philippine General Hospital (PGH).2 On a personal note, Elmer and my sister-in-law Annette were closely monitoring our situation, going out of their way to obtain difficult-to-find PPEs for my wife Josie and myself, and our respective Departments of Family and Community Medicine (DFCM) and Otorhinolaryngology (ORL) at the PGH. For her part, our very dear friend Gigi Bautista Rapadas organized Project #HelpCovid19Warriors(HCW), to “go where the virus goes” and “help where help is needed and requested,” harnessing donations from ‘family, friends, and friends of friends” to procure PPE (as well as disinfectants, even canned goods) that were distributed “from Metro Manila to the provinces: Tuguegarao, Bataan, Bulacan, La Union, Nueva Vizcaya, Cavite,” moving from hospitals and health centers to correctional institutes.3 It is because of them that our PGH Department of ORL obtained very expensive but essential respirator hoods for added protection from aerosolized virus when conducting airway procedures, in addition to head-to-foot PPEs for use of the PGH DFCM in attending to PGH staff at the UP Health Service. Meanwhile, without fanfare, our dear friends Popot and Agnes (also my DLSU ’79 classmate) Lorenzana provided cooked meals for 1,000 persons daily. Working with on-the-ground social workers and with the 2KK Tulong sa Kapwa Kapatid Foundation, their Feeding Program “A thousand meals for poor communities” reached Payatas, Talayan, Pinyahan, Smokey Mountain, Maisan, Bagong Silang, Old Balara, Tatalon, Sta. Teresita, Sampaloc, and Sta. Ana, among more than 50 other communities. They generously responded to my wife’s request to provide meals for her community patients of the Canossa Health Center in Tondo. They have also provided meals for hospital staff of Amang Rodriguez Memorial Medical Center, the Medical City Hospital, Veterans Memorial Medical Center, Dr. Jose Fabella Memorial Hospital, Dr. Jose Rodriquez Memorial Hospital, Quezon City General Hospital, the San Lazaro Hospital, Valenzuela City Emergency and Lung Center of the Philippines. They continue this service which to date has provided for more than 32,000 meals, with corporate partners and private individuals joining the effort.4 Other De La Salle University (DLSU) College ‘79 batchmates who wish to remain anonymous obtained board approval of their endorsement to channel all the social development funds of their Maritime Multipurpose Cooperative for the next 3 years to the Philippine General Hospital. Adding their personal funds (and those solicited by their daughter and nephew), they took on the daunting task of sourcing and proving Powered Air Purifying Respirators (PAPRs) for our use. Another DLSU batchmate has been providing PPEs to various hospitals including PGH through their family corporation, Nobleland Ventures, Inc. Even their high school batch ’75 of Saint Jude Catholic School has donated boxes and boxes of PPEs to the PGH and other hospitals. Other DLSU ’79 classmates Bel and Bong Consing, and Timmy, Joy (and Tita Linda) Bautista have personally donated PPEs and funds for our COVID-19 operations, while classmate Fritz de Lange even sent over sweet mangoes for us to enjoy with our fellow frontliners. Generous donations also poured in from La Salle Green Hills (LSGH) High School ’76 friends Cris Ibarra, Norman Uy, Class 4E, and batchmates Tito and Pepper who wish to remain anonymous, as well as Menchit Borbon and her St. Theresa’s College Quezon City (STCQC) - Section 1 classmates. We even received overseas support from my LSGH 4B classmate Bingo Pantaleon from Yangon; my mom Libby, brother Bernie and Lilli, and friend Soyanto from Singapore, and sister Sabine from Germany. And how can we forget the regular frozen food deliveries of Jollibee chicken drumsticks and home-made Bulgogi and Tapa from our dear friends Ed and Aning Go? Perhaps the most touching gifts of all came from my eldest and youngest daughters Melay and Jica, who lovingly prepared and delivered much-appreciated meals to us, and middle child Ro-an, who with our son-in-law Reycay serenaded us with beautiful music that was appreciated by no less than Vice President Leni Robredo and featured by the Philippine Philharmonic Orchestra.5 Their musical fund-raising campaign started with another haunting piece featuring my sister Nina and brother-in-law Kiko.6 As if that was not enough, Ro-an bakes cookies to raise funds for our ongoing COVID-19 operations at PGH, while Melay and Jica keep asking us what we want to eat next. These three count among those who have least, yet “put in everything ” from what little they have.7 These are but a few examples of those known personally to me- my family and friends. And there are many more. In the same way, every other doctor and front liner will have their own stories to tell, of friends, family even mere acquaintances who have come out of the shadows to help, to care, to share in whatever way they can, in fighting this battle with us. Let this be their tribute as well. Those of us who serve in the Philippine General Hospital have been called People Giving Hope.8,9 I believe that we do give hope because others give us hope in turn. I like to think that the inscription in the PGH lobby “They Also Serve Who Care and Share” honors these others in a special way who go over and beyond the call of duty. With apologies to John Milton, our heroes go way over and beyond “they also serve who only stand and wait.”

Purpose This paper aims to present a panel data econometric model of the main determinants of house prices in the ten largest census metropolitan areas (CMA) in Ontario, Canada, for the years 2001, 2006 and 2011. The impact of immigration on the housing market in Canada is little researched; however, immigration plays an important role into the economy of Canada. According to Statistics Canada, not only is immigration key to Canada’s population growth but also without immigration, in the next 20 years, Canada’s population growth will be zero. The motivation for this study is the bursting of housing bubbles in some developed countries (e.g. USA). The authors analyze variables that are related to the immigration policy in Canada, accounting also for the impact of the interest rate, income, unemployment, household size and housing supply to analyze housing price determinants. The study investigates the magnitude of the impact of the top three leading categories of immigrants to Canada, namely, Chinese, Indian and Filipino, on the housing prices in Ontario’s largest cities. The results show the main factors that explain home prices over time that are interest rate, immigration, unemployment rate, household size and income. Over the 10-year period from 2001 to 2011, immigration grew by 400 per cent in Toronto CMA, the largest receiving area in Ontario, while the nonimmigrant population grew by 14 per cent. For Toronto CMA, immigrants, income, unemployment rate and interest rate explain the CA$158,875 average home price increase over the 2001-2011 time period. Out of this, the three categories of immigrants’ share of total home price increase is 54.57 per cent, with the corresponding interest rate share 58.60 per cent and income share 11.32 per cent of the total price growth. Unemployment rate contributes negatively to the housing price and its share of the total price increase is 24.49 per cent. Design/methodology/approach The framework for the empirical analysis applies the hedonic pricing model theory to housing sales prices for the ten largest CMAs in Ontario over the years 2001-2011. Following Akbari and Aydede (2012) and O’Meara (2015), market clearing in the housing market results in the housing price as a function of several housing attributes. The authors selected the housing attributes based on data availability for the Canadian Census years of 2001, 2006 and 2011 and the variables that have been most used in the literature. The model has the average housing prices as the dependent variable, and the independent variables are: immigrants per dwelling (Chinese, Indian, and Filipino), unemployment rate, average employment income, household size, housing supply and the interest rate. To capture the relative scarcity of dwellings, the independent variable immigrants per dwelling was used. Findings This study seems to suggest that one cause of high prices in Ontario is large inflows of immigrants together with low mortgage interest rate. The authors focused their attention on Toronto CMA, as it is the main destination of immigrants and comprises the largest cities, including Toronto, Mississauga, Brampton and Oakville. Looking over the 10-year period from 2001 to 2011, the authors can see the factors that impact the home prices in Toronto CMA: immigration, unemployment rate, household size, interest rate and income. Over the period of 10 years from 2001 to 2011, immigrants’ group from China, India and the Philippines account for CA$86,701 increase in the home price (54.57 per cent share of the total increase). Income accounts for CA$17,986 increase in the home price (11.32 per cent share); interest rate accounts for CA$93,103 of the average home price increase in Toronto CMA (58.60 per cent share); and unemployment rate accounts for CA$38,916 decrease in the Toronto average home prices (24.49 per cent share). Household size remain stable over time in Toronto (2.8 average household size) and does not have a contribution to home price change. All these four factors, interest rate, immigrants, unemployment rate and income, together explain CA$158,875 increase in home prices in Toronto CMA between 2001 and 2011. Practical implications The housing market price analysis may be more complex, and there may be factors impacting the housing prices extending beyond immigration, interest rate, income and household size. Finally, the results of this paper can be extended to include the most recent census data for the year 2016 to reflect more accurately the price situation in the housing market for Ontario cities. Social implications The fact that currently, in 2017, the young working population cannot afford buying a property in the Toronto CMA area means there is a problem with this market and a corresponding decrease in the quality of life. According to The Globe and Mail (July 2017), a new pool in 2017 suggested that two in five Canadians believe housing in this country is not affordable for them. Further, 38 per cent of respondents who consider themselves middle or upper class believe in no affordability of housing. The Trudeau Government promised Canadians a national housing strategy for affordable housing. Designing a national housing strategy may be challenging because it has to account for the differential income ranges across regions. Municipal leaders are asking the government to prioritize repair and construct new affordable housing. Another reason discussed in the media of the unaffordability of housing in Toronto and Vancouver is foreign buyers. The Canadian Government recently implemented a tax measure on what it may seem the housing bubble problem: foreign buyers. Following Vancouver, in April 2017, Ontario Government imposed a 15 per cent tax on foreign buyers who are not Canadian citizens or permanent residents. This tax is levied on houses purchased in the area stretching from Niagara Region and Greater Toronto to Peterborough. Originality/value Few studies use Canadian data to explain house prices and analyze the effect of immigration on housing prices. There is not much research on the effect of the immigrants and immigrants’ ethnicity (e.g., Chinese, Indian and Filipino immigrants), on the housing prices in Canada cities. This study investigates the impact of the most prevalent immigrant races (e.g., from China, India and the Philippines) on housing prices, using data for Canadian major cities in Ontario within a panel data econometric framework. This paper fills this gap and contributes to the literature, which analyzes the determinants of housing prices based on a panel of cities in the Canadian province of Ontario.

ABSTRACT Of all Philippine presidents, Rodrigo Duterte showed a bizarre and unorthodox style of leadership. With the hopes to end the problem of illegal drugs in the Philippines, his administration launched a ground-breaking anti-drug campaign in the name of “oplan tokhang'' which enforces police forces to “knock and plead” to houses of alleged drug users and ask them to surrender. Sixteen million Filipinos saw him as an antidote and the messianic leader for the narco-state the Philippines has apparently spiraled into. This study aims to explore the legitimacy of Duterte’s policy on war on drugs and how it creates political polarization in society through the perceptions of the working class toward safety and order in the country. This phenomenological inquiry analyzes the accounts of the select Filipino working class (n=25) through semi-structured in-depth interviews. Based on the findings, Duterte’s tough-on-crime style of leadership has rather imparted fear and anxiety contrary to the goal of the penal populist policy to bring order and security to the country. It was also revealed that political polarization is present in the Philippines due to the implementation of the said policy, which chronically happens on social media platforms, specifically on Facebook where supporters and non-supporters often exchange heated arguments regarding “tokhang.” While it is true that the main essence of democracy is the free and continuous flow of opinion, political polarization has created a drastic problem that is harmful to a country like the Philippines. Abstract:

One way to address the question of how subjects are being shaped in capitalist society is to examine how individuals embrace the ideals of homo economicus. The paper contributes to the discussion of capitalist subjectivity by examining how the ideals of homo economicus are being embraced by the two diverging public spheres in the Philippines: the masses and the middle class. Drawing from the study of the moral politics of the Filipino people and highlighting factors such as livelihood and linguistic condition as important social factors, the paper claims that although the ideals of self-entrepreneur can be observed in the middle-class sphere, they rather have a limited influence in the mass sphere. Premised on those points, the paper further notes the significance of the integrative approach addressing the issue of the formation of subjectivity. In the end, these explorations offer a possible way to move beyond the problematic morals and subjectivities promoted by capitalism. Abstract Scholars contend that weak institutions as manifest in corruption and bad governance are driving people towards illiberal forms of democracy. This explanation is underspecified. It does not make clear why people are turning towards authoritarian rule instead of working to strengthen democratic institutions. It cannot explain why we are seeing, specifically, a turn to the politics of discipline in countries like the Philippines. We need a better grasp of how weak institutions are experienced and how this experience shapes people’s attitudes towards democracy. Drawing upon several years of ethnographic research, I depict the experience of democracy of the upper and middle class in Metro Manila. For informants, the problem of democracy is not that institutions are weak but that valued institutions are actively contradicted by disvalued ones. They describe an experience of disorder, identifying four major sources: corruption, rule-bending, clientelism, and informal settlement. A view of democracy as disorder prompts calls for “disciplining” it. These findings lead us to reframe the issue. Whereas a weak institutions’ framework emphasizes the gap between valued rules and regressive norms, I emphasize their contradiction as shaping perceptions of disorder. Contradiction is experienced as a moral dilemma, a conflict between how things are done and how they should be done. This experience is informed by a normative sensibility rooted in upper- and middle-class position. The framework provides a better account of democratic backsliding: socially embedded, broader in scope, and closer to experience.

This study aimed at determining the Women Participation in Maritime Higher Education Institutions (MHEIs) in Southeast Asia and its implication to Maritime Environment. The respondents of this study are the key officials of each MHEIs with female enrollee. This study utilized a self-constructed questionnaire in gathering the desired information. Majority of the respondents are coming from Regions 5, 7, 1 and 3 who are Maritime Deans and Department Heads ranging from 35-45 years old to 56-65 years old with 10- 20 years experience in the position. MHEIs in the Philippines have employed the following strategies in order to increase the participation of women in the maritime profession: (1) advertise of success stories of women graduates; (2) emphasize women’s success stories in maritime jobs; (3) change and design class dynamics to have equal chances for both men and women to enhance quality education; (4) establish partnership/linkages with industry associations/organizations; and (5) Consider the number of female faculty members and staff in the maritime department. Moreover, the following recommendations which will be used for future policy formulations by concerned authorities, such as the Maritime Industry Authority (MARINA) and the Commission for Higher Education (CHED) in the Philippines are: (1) Conduct study to examine the working conditions, attitudes and cultural behaviors of women on-board ships and provide research funds relative to women’s engagement in the maritime profession; (2) Organize maritime women graduates and let them link with different women in maritime associations (WIMAs) worldwide and in the Philippines; and (3) Organize public speaking workshops targeted at female maritime professionals. The first three (3) implications to Marine Environment are as follows: 1) Learn how to live with men and their idiosyncrasies; 2) Since communication is an important element of education, please tell the girl child, the daughter of a friend and the lady asking questions about the profession. Tell them about how lucrative the job is. Never turn down an invitation for a seminar when given an opportunity to brief the people about the maritime industry. Be a role model/mentor to others by sharing experiences and achievements; and 3) Women should not take into heart discouraging articles written about some women in the maritime industry by some journalists, “to air is human” but rather capitalize on the lab our shortages now and apply.

On 12 March 2020, Philippine President Rodrigo Duterte announced a lockdown of Manila to stop the spread of COVID-19. The cities, provinces, and islands of the Philippines remained under various levels of community quarantine for the remainder of the year. Under the strictest lockdown measures, known as Enhanced Community Quarantine (ECQ), no one aged below 21 or over 60 years was allowed out, a curfew was implemented between 10pm and 5am, and only one person per household, carrying a quarantine pass, was allowed to go out for essential items (Bainbridge & Vimonsuknopparat; Ratcliffe & Fonbuena). The policing of these measures was strict, with a heavy reliance on police and military to enforce health protocols (Hapal). In early April, Duterte warned that violators of the lockdown who caused trouble could be shot (Reuters). Criticisms concerning the dissemination of information about the pandemic were exacerbated when on 5 May, 2020, Filipinos lost an important source of news and entertainment as the country’s largest media network ABS-CBN was shut down after the government denied the renewal of its broadcast franchise (Gutierrez; “ABS-CBN”; “Independent Broadcaster”). The handling of the pandemic by the Duterte government has been characterised by inaction, scapegoating, and framed as a war on an existential threat (Hapal). This has led to feelings of frustration, anger, and despair that has impacted and been incorporated into the artistic expression of some Filipino creatives (Esguerra, “Reflecting”). As they did in the rest of the world, social media platforms became a vital source of entertainment for many facing these harsh lockdown measures in the Philippines in 2020. Viral forms included the sharing of videos of recipes for whipped Dalgona coffee and ube-pandesal on TikTok, binge-watching KDramas like Crash Landing on You on Netflix, playing Animal Crossing on Nintendo Switch, and watching Thailand’s Boys’ Love genre web series 2Gether: The Series on YouTube. Around the world, many arts and cultural organisations turned to online platforms to continue their events during the COVID-19 pandemic. #RomanceClass, a Filipino community of authors, artists, and actors who consume, produce, and enact mostly self-published English-language romance fiction in the Philippines, also turned to these platforms to hold their community’s live literature events. This article analyses this shift by #RomanceClass. It contends that, due to their nature as an independent, born-digital literary organisation, they were able to adapt swiftly and effectively to online-only events in response to the harshness of the Filipino lockdown, creating new forms of artistic innovation by adopting the aesthetics of Zoom into their creative practice (for example, name tags and gallery camera view). This aesthetic swiftly became familiar to people all over the world in 2020, and adopting digital platforms encodes within it the possibility for a global audience. However, while #RomanceClass are and have been open to a global audience, and their creative innovations during the pandemic have clearly been informed by transcultural online trends, this article argues that their adoption of digital platforms and creative innovations represented a continuation of their existing ethos, producing material explicitly intended for a Filipino audience, and more specifically, their existing community, prioritising community connection over any more expansive marketing efforts (McAlister et al.). The Live Literature of #RomanceClass The term #RomanceClass refers to a biblio-community of authors, readers, artists, and actors, all involved in the production and consumption of English-language romance novels in the Philippines. #RomanceClass began online in 2013 via a free writing class run predominantly on Facebook by author Mina V. Esguerra (for more on this, see McAlister et al.). As the community has developed, in-person events have become a major part of the community’s activities. However, as a born-digital social formation, #RomanceClass has always existed, to some extent, online. Their comfort in digital spaces was key to their ability to pivot swiftly to the circumstances in the Philippines during the lockdowns in 2020. One of the most distinctive practices of #RomanceClass is their live reading events. Prior to 2020, community members would gather in April for April Feels Day, and in October for Feels Fest for events where local actors would read curated passages from community-authored romance novels, and audiences’ verbal and physical responses became part of the performance. The live readings represent a distinctive form of live literature – that is, events where literature is the dominant art form presented or performed (Wiles), a field which encompasses phenomena like storytelling festivals, author readings, and literary festivals (Dane; Harvey; Weber; Wilson). In October 2019, we interviewed several #RomanceClass community members and attended one of these live reading events, Feels Fest, where we observed that the nature of the event very clearly reflected the way the community functions: they are “highly professionalised, but also tightly bound on an affective level, regularly describing [themselves] as a found family” (McAlister et al. 404). Attendance at live readings is capped (50 people, for the event we attended). The events are thus less about audience-building than they are community-sustaining, something which they do by providing community comforts. In particular, this includes kilig, a Filipino term referring to a kind of affective romantic excitement, usually demonstrated by the audience members in reaction to the actors’ readings. While the in-person component is very important to the live reading events, they have always spanned online and offline contexts – the events are usually live-tweeted by participants, and the readings are recorded and posted to YouTube by an official community videographer, with the explicit acknowledgment that if you attended the event, you are more than welcome to relive it as many times as you want. (Readings which contain a high degree of sexual content are not searchable on YouTube so as not to cause any harm to the actors, but the links are made privately available to attendees.) However, the lockdown measures implemented in the Philippines in 2020 meant that only the online context was available to the community – and so, like so many other arts communities around the world, they were forced to adapt. We tend to think of platforms like Zoom as encoded with the potential to allow people into a space who might not have been able to access it before. However, in their transition to an online-only context, #RomanceClass clearly sought to prioritise the community-sustaining practices of their existing events rather than trying in any major way to court new, potentially global, audiences. This prioritisation of community, rather than marketing, provided a space for #RomanceClass authors to engage cathartically with their experiences of lockdown in the Philippines (Esguerra, “Reflecting”). Embracing the Zoom Aesthetic: #RomanceClass in 2020 #RomanceClass’s first online event in 2020 was April Feels Day 2020, which occurred not long after lockdown began in the Philippines. Its production reflects the quick transition to an online-only co-presence space. It featured six books recently published by community authors. For each, the author introduced the book, and then an actor read an excerpt – a different approach to that hitherto taken in live events, where two actors, playing the roles of the romantic protagonists, would perform the readings together. Like the in-person live readings, April Feels Day 2020 was a synchronous event with a digital afterlife. It was streamed via Twitch, and participants could log on to watch and join the real-time conversations occurring in the chat. Those who did not sign up for a Twitch account could still watch the stream and post about the event on Twitter under the hashtag #AprilFeelsDay2020. After the event, videos featuring each book were posted to YouTube, as they had been for previous in-person live reading events, allowing participants to relive the experience if they so desired, and for authors to use as workshopping tools to allow them to hear how their prose and characters’ voices sounded (something which several authors reported doing with recordings of live readings in our interviews with them in 2019). April Feels Day 2020 represented a speedy pivot to working and socialising from home by the #RomanceClass community, something enabled by the existing digital architecture they had built up around their pre-pandemic live reading events, and their willingness to experiment with platforms like Twitch. However, it also represented a learning experience, a place to begin to think about how they might adapt creatively to the circumstances provoked by the global pandemic. They innovated in several ways. For instance, they adopted mukbang – a South Korean internet phenomenon which has become popular worldwide, wherein a host consumes a large amount of food while interacting with their audience in an online audiovisual broadcast – in their Mukbang Nights videos, where a few members of #RomanceClass would eat food and discuss their books (Anjani et al.). Food is a beloved part of both #RomanceClass events and books (“there’s lots of food, always. At some point someone always describes what the characters are eating. No exceptions”, author Carla de Guzman told us when we interviewed her in 2019), and so their adoption of mukbang shows the ways in which their 2020 digital events sought to recreate established forms of communal cohesion in a virtual co-presence space. An even more pointed example of this is their Hello, Ever After web series, which drew on the growing popularity of born-digital web series in Southeast Asia and other virtual performances around the globe. Hello, Ever After was both a natural extension of and significantly differed from #RomanceClass in-person live events. Usually, April Feels Day and October Feels Fest feature actors reading and performing passages from already published community books. By contrast, Hello, Ever After featured original short scripts written by community authors. These scripts took established characters from these authors’ novels and served as epilogues, where viewers could see how these characters and their romances fared during the pandemic. Like in-person live reading events – and unlike the digital April Feels Day 2020 – it featured two actors playing virtually side-by-side, reinforcing that one of the key pleasures derived from the reading events is the kilig produced through the interaction between the actors playing against each other (something we also observed in our 2019 fieldwork: the community has developed hashtags to refer specifically to the live reading performance interactions of some of their actors, such as #gahoates, in reference to actors Gio Gahol and Rachel Coates). The scenes are purposefully written as video chats, which allows not only for the fact that the actors were unable to physically interact with each other because of the lockdowns, but also tapped into the Zoom communication aesthetic that commandeered many people’s personal and professional communications during COVID-19 restrictions. Although the web series used a different video conferencing technology, community member Tania Arpa, who directed the web series episodes, adapted the nameplate feature that displayed the characters’ names to more closely align with the Zoom format, demonstrating #RomanceClass’s close attentiveness to developments in the global media environment. Zoom and other virtual co-presence platforms became essentially universal in 2020. One of their affordances was that people could virtually attend events from anywhere in the world, which encodes in it the possibility of reaching a broader, more global audience base. However, #RomanceClass maintained their high sensitivity to the local Filipino context through Hello, Ever After. By setting episodes during the Philippines’ lockdown, emphasised by the video chat mise en scène, Hello, Ever After captures the nuances of the sociopolitical and sometimes mundane aspects of the local pandemic response. Moreover, the series features characters known to and beloved by the community, as the episodes function as epilogues to #RomanceClass books, taking place in what An Goris calls the “post-HEA” [happily ever after] space. #RomanceClass books are available digitally – and have a readership – outside the Philippines, and so the Hello, Ever After web series is theoretically a text that can be enjoyed by many. However, the community was not necessarily seeking to broaden their audience base through Hello, Ever After; it was community-sustaining, rather than community-expanding. It built on the extant repository of community knowledge and affect by using characters that #RomanceClass members know intimately and have emotional connections to, who are not as familiar and legible to those outside the community, intended for an audience with a level of genre knowledge (McAlister et al.; Fletcher et al.). While the pandemic experience these characters were going through was global, as the almost universal familiarity with the Zoom aesthetic shows, Hello, Ever After was highly attentive to the local context. Almost all the episodes featured “Easter eggs” and dialogues that pointed to local situations that only members of the targeted Filipino audience would understand and be familiar with, echoing the pandemic challenges of the country’s present reality. Episodes featured recurrent themes like dissatisfaction with the government’s slow response and misaligned priorities, anger towards politicians exacerbating the impact of the pandemic with poor health and transportation policies, and recognition of voluntary service and aid rendered by private individuals. For example, the first episode, Make Good Days, an epilogue to Mina V. Esguerra’s novel What Kind of Day, focusses on the challenges “essential worker” hero Ben (played by Raphael Robes) faces as a local politician’s speechwriter, who has been tasked to draft a memorial speech for his boss to deliver in honour of an acquaintance who has succumbed to COVID-19. He has developed a “3:00 habit” of a Zoom call with his partner Naya (Rachel Coates), mirroring the “3:00 habit” or “3:00 Prayer to the Divine Mercy” many Catholic Filipino devotees pray and recite daily at that specific hour, a habit reinforced through schools, churches, and media, where entertainment shows allow time for the prayer to be televised. Ben and Naya’s conversation in this particular 3:00 call dwells on what they think Filipino citizens deserve, especially from local government officials who repeatedly fail them (Baizas; Torres). They also discuss the impact that the pandemic has had on Naya’s work life. She runs a tourism and travel business – which is the way that the two characters met in What Kind of Day – which she has been forced to close because of the pandemic. Naya grieves not just for the dream job she has had to give up, but also sympathises with the enormous number of Filipinos who suddenly became unemployed because of the economy closing down (Tirona). Hello, Ever After draws together the political realities of living in the Philippines during the pandemic with the personal, by showing the effects of these realities on characters like Ben and Naya, who are well-known to the #RomanceClass community. #RomanceClass books encompass a wide variety of protagonists, and so the episodes of Hello, Ever After were able to explore how the lives of health workers, actors, single parents, students, scientists, office workers, development workers, CEOs and more could be impacted by the pandemic and the lockdowns in the Philippines. They also allowed the authors to express some of their personal frustrations with living through quarantine, something they admit fueled some parts of the scripts (“Behind the Scenes: Hello, Ever After”). #RomanceClass novels like What Kind of Day all end happily, with the romantic protagonists together (in contrast to a lot of other Filipino media, which ends unhappily – for more on this, see McAlister et al.). Make Good Days and the other episodes of Hello, Ever After reflect the grim realities of pandemic life in the Philippines; however, they do not undercut this happy ending, and instead seek to reinforce it. Through Hello, Ever After, the community literally seeks to “make good days” for themselves by creating opportunities to access the familiar comfort and warmth of kilig scenes. Kilig refers to a kind of affective romantic emotion that usually has a physical manifestation (Trinidad, “Shipping”; “Kilig”). It does not have an equivalent word or phrase in English, but can be used as a noun to denote a thrilling state of excitement or as an adjective to describe moments or scenes that evoke this feeling. Creating and becoming immersed in kilig is central to #RomanceClass texts and events: authors attempt to produce kilig through their writing, and actors attempt to provoke it during live reading performances (something which, as mentioned above, was probably made more difficult in the one-actor live readings of the fully online Aprils Feels Day 2020, as much of the kilig is generated by the interactions between the actors). Kilig scenes are plentiful in Hello, Ever After. For instance, in Make Good Days, Naya asks Ben to name a thing he hated before the pandemic that he now misses. He replies that he misses being stuck in traffic with her – that he still hates traffic, but he misses spending that time with her. Escapism was a high priority for many people and communities creating art during the 2020 lockdowns. Given this, it is interesting that #RomanceClass chose to create kilig in their web series by leaning into the temporal moment and creating material specifically revolving around the lockdown in the Philippines, showing couples like Ben and Naya supporting each other and sharing their pandemic-caused burdens. Hello, Ever After both reflected the harsh reality in which the community found themselves but also gave them something to cling to in the hardest days of lockdown, showing that kilig could be found even in the toughest of circumstances when both characters and community members found themselves separated. Conclusion As a community which began in a digital space, #RomanceClass was well-positioned to pivot to an online-only environment during the pandemic, even though in-person events had become such a distinctive part of their community outputs. They experimented and innovated significantly in 2020, producing a range of digital outputs, including the Hello, Ever After web series. On the surface, this does not seem especially unusual: many arts organisations innovated digitally during the pandemic. What was particularly notable about #RomanceClass’s digital outputs, however, was that they were not designed to be marketing tools. They were not actively courting a new audience; rather, outputs like Hello, Ever After were designed to be community-sustaining, providing the existing audience comfort, familiarity, and kilig in a situation (local and global) that was not in any way comfortable or familiar. We Will Be Okay is the title of the second Hello, Ever After video, an epilogue to Celestine Trinidad’s Ghost of a Feeling: a neat summary of the message the episodes offered to the #RomanceClass audience through these revisitings of beloved characters and relationships. As we have discussed elsewhere, #RomanceClass is a professionalised community, but their affective ties are very strong (McAlister et al.). Their digital outputs during the pandemic showed this, and demonstrated again the way their community bonds are reinforced through their repeated re-engagement with their texts, just as their pre-pandemic forms of live literature did. There was kilig to be found in revisiting well-known couples, even in depressing circumstances. As the community engage together with these new epilogues and share their affective reactions, their social ties are reinforced – even when they are forced to be separated. Abstract:

If thinking about home necessitates thinking about “place, space, scale, identity and power,” as Alison Blunt and Robyn Dowling (2) suggest, then thinking about home themes in popular music makes no less a conceptual demand. Song lyrics and titles most often invoke dominant readings such as intimacy, privacy, nurture, refuge, connectedness and shared belonging, all issues found within Blunt and Dowling’s analysis. The spatial imaginary to which these authors refer takes vivid shape through repertoires of songs dealing with houses and other specific sites, vast and distant homelands, communities or, less tangibly, geographical or cultural settings where particular relationships can be found, supporting Blunt and Dowling’s major claim that home is complex, multi-scalar and multi-layered. Shelley Mallett’s claim that the term home “functions as a repository for complex, inter-related and at times contradictory socio-cultural ideas about people’s relationships with one another…and with places, spaces and things” (84) is borne out heavily by popular music where, for almost every sentiment that the term home evokes, it seems an opposite sentiment is evoked elsewhere: familiarity versus alienation, acceptance versus rejection, love versus loneliness. Making use of conceptual groundwork by Blunt and Dowling and by Mallett and others, the following discussion canvasses a range of meanings that home has had for a variety of songwriters, singers and audiences over the years. Intended as merely partial and exploratory rather than exhaustive, it provides some insights into contrasts, ironies and relationships between home and gender, diaspora and loss. While it cannot cover all the themes, it gives prominence to the major recurring themes and a variety of important contexts that give rise to these home themes. Most prominent among those songs dealing with home has been a nostalgia and yearning, while issues of how women may have viewed the home within which they have often been restricted to a narrowly defined private sphere are almost entirely absent. This serves as a reminder that, while some themes can be conducive to the medium of popular music, others may be significantly less so. Songs may speak directly of experience but not necessarily of all experiences and certainly not of all experiences equally. B. Lee Cooper claims “most popular culture ventures rely upon formula-oriented settings and phrasings to attract interest, to spur mental or emotional involvement” (93). Notions of home have generally proved both formulaic and emotionally-charged. Commonly understood patterns of meaning and other hegemonic references generally operate more successfully than alternative reference points. Those notions with the strongest cultural currency can be conveyed succinctly and denote widely agreed upon meanings. Lyrics can seldom afford to be deeply analytical but generally must be concise and immediately evocative. Despite that, this discussion will point to diverse meanings carried by songs about home. Blunt and Dowling point out that “a house is not necessarily nor automatically a home” (3). The differences are strongly apparent in music, with only a few songs relating to houses compared with homes. When Malvina Reynolds wrote in 1962 of “little boxes, on the hillside, little boxes made of ticky-tacky,” she was certainly referring to houses, not homes, thus making it easier to bypass the relationships which might have vested the inhabitants with more warmth and individuality than their houses, in this song about conformity and homogeneity. The more complex though elusive concept of home, however, is more likely to feature in love songs and to emanate from diasporal songs. Certainly these two genres are not mutually exclusive. Irish songs are particularly noteworthy for adding to the array of music written by, or representational of, those who have been forced away from home by war, poverty, strife or other circumstances. They manifest identities of displacement rather than of placement, as studied by Bronwen Walter, looking back at rather than from within their spatial imaginary. Phil Eva claims that during the 19th Century Irish émigrés sang songs of exile in Manchester’s streets. Since many in England’s industrial towns had been uprooted from their homes, the songs found rapport with street audiences and entered popular culture. For example, the song Killarney, of hazy origins but thought to date back to as early as 1850, tells of Killarney’s lakes and fells, Emerald isles and winding bays; Mountain paths and woodland dells… ...her [nature’s] home is surely there. As well as anthropomorphising nature and giving it a home, the song suggests a specifically geographic sense of home. Galway Bay, written by A. Fahy, does likewise, as do many other Irish songs of exile which link geography with family, kin and sometimes culture to evoke a sense of home. The final verse of Cliffs of Doneen gives a sense of both people and place making up home: Fare thee well to Doneen, fare thee well for a while And to all the kind people I’m leaving behind To the streams and the meadows where late I have been And the high rocky slopes round the cliffs of Doneen. Earlier Irish songs intertwine home with political issues. For example, Tho’ the Last Glimpse of Erin vows to Erin that “In exile thy bosum shall still be my home.” Such exile resulted from a preference of fleeing Ireland rather than bowing to English oppression, which then included a prohibition on Irish having moustaches or certain hairstyles. Thomas Moore is said to have set the words of the song to the air Coulin which itself referred to an Irish woman’s preference for her “Coulin” (a long-haired Irish youth) to the English (Nelson-Burns). Diasporal songs have continued, as has their political edge, as evidenced by global recognition of songs such as Bayan Ko (My Country), written by José Corazon de Jesus in 1929, out of love and concern for the Philippines and sung among Filipinos worldwide. Robin Cohen outlines a set of criteria for diaspora that includes a shared belief in the possibility of return to home, evident in songs such as the 1943 Welsh song A Welcome in the Hillside, in which a Welsh word translating roughly as a yearning to return home, hiraeth, is used: We’ll kiss away each hour of hiraeth When you come home again to Wales. However, the immensely popular I’ll Take You Home Again, Kathleen, not of Irish origin but written by Thomas Westendorf of Illinois in 1875, suggests that such emotions can have a resonance beyond the diaspora. Anti-colonial sentiments about home can also be expressed by long-time inhabitants, as Harry Belafonte demonstrated in Island in the Sun: This is my island in the sun Where my people have toiled since time begun. Though I may sail on many a sea, Her shores will always be home to me. War brought a deluge of sentimental songs lamenting separation from home and loved ones, just as likely to be parents and siblings as sweethearts. Radios allowed wider audiences and greater popularity for these songs. If separation had brought a longing previously, the added horrors of war presented a stronger contrast between that which the young soldiers were missing and that which they were experiencing. Both the First and Second World Wars gave rise to songs long since sung which originated in such separations, but these also had a strong sense of home as defined by the nationalism that has for over a century given the contours of expectations of soldiers. Focusing on home, these songs seldom speak of the details of war. Rather they are specific about what the singers have left behind and what they hope to return to. Songs of home did not have to be written specifically for the war effort nor for overseas troops. Irving Berlin’s 1942 White Christmas, written for a film, became extremely popular with US troops during WWII, instilling a sense of home that related to familiarities and festivities. Expressing a sense of home could be specific and relate to regions or towns, as did I’m Goin’ Back Again to Yarrawonga, or it could refer to any home, anywhere where there were sons away fighting. Indeed the American Civil War song When Johnny Comes Marching Home, written by Patrick Sarsfield Gilmour, was sung by both Northerners and Southerners, so adaptable was it, with home remarkably unspecified and undescribed. The 1914 British song Keep the Home Fires Burning by Ivor Novello and Lena Ford was among those that evoked a connection between home and the military effort and helped establish a responsibility on those at home to remain optimistic: Keep the Homes fires burning While your hearts are yearning, Though your lads are far away They dream of home, There’s a silver lining Through the dark clouds shining, Turn the dark clouds inside out, Till the boys come Home. No space exists in this song for critique of the reasons for war, nor of a role for women other than that of homemaker and moral guardian. It was women’s duty to ensure men enlisted and home was rendered a private site for emotional enlistment for a presumed public good, though ironically also a point of personal hope where the light of love burned for the enlistees’ safe return. Later songs about home and war challenged these traditional notions. Two serve as examples. One is Pink Floyd’s brief musical piece of the 1970s, Bring the Boys Back Home, whose words of protest against the American war on Viet Nam present home, again, as a site of safety but within a less conservative context. Home becomes implicated in a challenge to the prevailing foreign policy and the interests that influence it, undermining the normal public sphere/private sphere distinction. The other more complex song is Judy Small’s Mothers, Daughters, Wives, from 1982, set against a backdrop of home. Small eloquently describes the dynamics of the domestic space and how women understood their roles in relation to the First and Second World Wars and the Viet Nam War. Reinforcing that “The materialities and imaginaries of home are closely connected” (Blunt and Dowling 188), Small sings of how the gold frames held the photographs that mothers kissed each night And the doorframe held the shocked and silent strangers from the fight. Small provides a rare musical insight into the disjuncture between the men who left the domestic space and those who return to it, and we sense that women may have borne much of the brunt of those awful changes. The idea of domestic bliss is also challenged, though from the returned soldier’s point of view, in Redgum’s 1983 song I Was Only Nineteen, written by group member John Schuman. It touches on the tragedy of young men thrust into war situations and the horrific after-affects for them, which cannot be shrugged off on return to home. The nurturing of home has limits but the privacy associated with the domestic sphere has often concealed the violence and mental anguish that happens away from public view. But by this time most of the songs referring to home were dominated once more by sentimental love, often borne of travel as mobility rose. Journeys help “establish the thresholds and boundaries of home” and can give rise to “an idealized, ideological and ethnocentric view of home” (Mallett 78). Where previously songsters had sung of leaving home in exile or for escape from poverty, lyrics from the 1960s onwards often suggested that work had removed people from loved ones. It could be work on a day-by-day basis, as in A Hard Day’s Night from the 1964 film of the same name, where the Beatles illuminate differences between the public sphere of work and the private sphere to which they return: When I’m home, everything seems to be alright, When I’m home feeling you holding me tight, tight, yeah and reiterated by Paul McCartney in Every Night: And every night that day is through But tonight I just want to stay in And be with you. Lyrics such as these and McCartney’s call to be taken “...home to the Mull of Kintyre,” singled him out for his home-and-hearth messages (Dempsey). But work might involve longer absences and thus more deepfelt loneliness. Simon and Garfunkel’s exemplary Homeward Bound starkly portrays a site of “away-ness”: I’m sittin’ in the railway station, got a ticket for my destination… Mundaneness, monotony and predictability contrast with the home to which the singer’s thoughts are constantly escaping. The routine is familiar but the faces are those of strangers. Home here is, again, not simply a domicile but the warmth of those we know and love. Written at a railway station, Homeward Bound echoes sentiments almost identical to those of (Leaving on a) Jet Plane, written by John Denver at an airport in 1967. Denver also co-wrote (Take Me Home) Country Roads, where, in another example of anthropomorphism as a tool of establishing a strong link, he asks to be taken home to the place I belong West Virginia, mountain momma, Take me home, Country Roads. The theme has recurred in numerous songs since, spawning examples such as Darin and Alquist’s When I Get Home, Chris Daughtry’s Home, Michael Bublé’s Home and Will Smith’s Ain’t No Place Like Home, where, in an opening reminiscent of Homeward Bound, the singer is Sitting in a hotel room A thousand miles away from nowhere Sloped over a chair as I stare… Furniture from home, on the other hand, can be used to evoke contentment and bliss, as demonstrated by George Weiss and Bob Thiele’s song The Home Fire, in which both kin and the objects of home become charged with meaning: All of the folks that I love are there I got a date with my favourite chair Of course, in regard to earlier songs especially, while the traveller associates home with love, security and tenderness, back at home the waiting one may have had feelings more of frustration and oppression. One is desperate to get back home, but for all we know the other may be desperate to get out of home or to develop a life more meaningful than that which was then offered to women. If the lot of homemakers was invisible to national economies (Waring), it seemed equally invisible to mainstream songwriters. This reflects the tradition that “Despite home being generally considered a feminine, nurturing space created by women themselves, they often lack both authority and a space of their own within this realm” (Mallett 75). Few songs have offered the perspective of the one at home awaiting the return of the traveller. One exception is the Seekers’ 1965 A World of Our Own but, written by Tom Springfield, the words trilled by Judith Durham may have been more of a projection of the traveller’s hopes and expectations than a true reflection of the full experiences of housebound women of the day. Certainly, the song reinforces connections between home and intimacy and privacy: Close the door, light the lights. We’re stayin’ home tonight, Far away from the bustle and the bright city lights. Let them all fade away, just leave us alone And we’ll live in a world of our own. This also strongly supports Gaston Bachelard’s claim that one’s house in the sense of a home is one’s “first universe, a real cosmos” (qtd. in Blunt and Dowling 12). But privacy can also be a loneliness when home is not inhabited by loved ones, as in the lyrics of Don Gibson’s 1958 Oh, Lonesome Me, where Everybody’s going out and having fun I’m a fool for staying home and having none. Similar sentiments emerge in Debbie Boone’s You Light up My Life: So many nights I’d sit by my window Waiting for someone to sing me his song. Home in these situations can be just as alienating as the “away” depicted as so unfriendly by Homeward Bound’s strangers’ faces and the “million people” who still leave Michael Bublé feeling alone. Yet there are other songs that depict “away” as a prison made of freedom, insinuating that the lack of a home and consequently of the stable love and commitment presumably found there is a sad situation indeed. This is suggested by the lilting tune, if not by the lyrics themselves, in songs such as Wandrin’ Star from the musical Paint Your Wagon and Ron Miller’s I’ve Never Been to Me, which has both a male and female version with different words, reinforcing gendered experiences. The somewhat conservative lyrics in the female version made it a perfect send-up song in the 1994 film Priscilla: Queen of the Desert. In some songs the absentee is not a traveller but has been in jail. In Tie a Yellow Ribbon round the Ole Oak Tree, an ex-inmate states “I’m comin’ home. I’ve done my time.” Home here is contingent upon the availability and forgivingness of his old girl friend. Another song juxtaposing home with prison is Tom Jones’ The Green, Green Grass of Home in which the singer dreams he is returning to his home, to his parents, girlfriend and, once again, an old oak tree. However, he awakes to find he was dreaming and is about to be executed. His body will be taken home and placed under the oak tree, suggesting some resigned sense of satisfaction that he will, after all, be going home, albeit in different circumstances. Death and home are thus sometimes linked, with home a euphemism for the former, as suggested in many spirituals, with heaven or an afterlife being considered “going home”. The reverse is the case in the haunting Bring Him Home of the musical Les Misérables. With Marius going off to the barricades and the danger involved, Jean Valjean prays for the young man’s safe return and that he might live. Home is connected here with life, safety and ongoing love. In a number of songs about home and absence there is a sense of home being a place where morality is gently enforced, presumably by women who keep men on the straight and narrow, in line with one of the women’s roles of colonial Australia, researched by Anne Summers. These songs imply that when men wander from home, their morals also go astray. Wild Rover bemoans Oh, I’ve been a wild rover for many a year, and I’ve spent all my money on whiskey and beer… There is the resolve in the chorus, however, that home will have a reforming influence. Gene Pitney’s Twenty-Four Hours from Tulsa poses the dangers of distance from a wife’s influence, while displaying opposition to the sentimental yearning of so many other songs: Dearest darlin’, I have to write to say that I won’t be home anymore ‘cause something happened to me while I was drivin’ home And I’m not the same anymore Class as well as gender can be a debated issue in meanings attached to home, as evident in several songs that take a more jaundiced view of home, seeing it as a place from which to escape. The Animals’ powerful We Gotta Get Outta This Place clearly suggests a life of drudgery in a home town or region. Protectively, the lyrics insist “Girl, there’s a better life for me and you” but it has to be elsewhere. This runs against the grain of other British songs addressing poverty or a working class existence as something that comes with its own blessings, all to do with an area identified as home. These traits may be loyalty, familiarity or a refusal to judge and involve identities of placement rather than of displacement in, for instance, Gerry and the Pacemakers’ Ferry Cross the Mersey: People around every corner, they seem to smile and say “We don’t care what your name is, boy. We’ll never send you away.” This bears out Blunt and Dowling’s claim that “people’s senses of themselves are related to and produced through lived and metaphorical experiences of home” (252). It also resonates with some of the region-based identity and solidarity issues explored a short time later by Paul Willis in his study of working class youth in Britain, which help to inform how a sense of home can operate to constrict consciousness, ideas and aspirations. Identity features strongly in other songs about home. Several years after Neil Young recorded his 1970 song Southern Man about racism in the south of the USA, the group Lynyrd Skynyrd, responded with Sweet Home Alabama. While the meaning of its lyrics are still debated, there is no debate about the way in which the song has been embraced, as I recently discovered first-hand in Tennessee. A banjo-and-fiddle band performing the song during a gig virtually brought down the house as the predominantly southern audience clapped, whopped and stamped its feet. The real meanings of home were found not in the lyrics but in the audience’s response. Wally Johnson and Bob Brown’s 1975 Home Among the Gum Trees is a more straightforward ode to home, with lyrics that prescribe a set of non-commodified values. It is about simplicity and the right to embrace a lifestyle that includes companionship, leisure and an enjoyment of and appreciation of nature, all threatened seriously in the three decades since the song’s writing. The second verse in which large shopping complexes – and implicitly the consumerism they encourage – are eschewed (“I’d trade it all tomorrow for a little bush retreat where the kookaburras call”), is a challenge to notions of progress and reflects social movements of the day, The Green Bans Movement, for instance, took a broader and more socially conscientious attitude towards home and community, putting forward alternative sets of values and insisting people should have a say in the social and aesthetic construction of their neighbourhoods as well as the impacts of their labour (Mundey). Ironically, the song has gone on to become the theme song for a TV show about home gardens. With a strong yet more vague notion of home, Peter Allen’s I Still Call Australia Home, was more prone to commodification and has been adopted as a promotional song for Qantas. Nominating only the desire to travel and the love of freedom as Australian values, both politically and socially innocuous within the song’s context, this catchy and uplifting song, when not being used as an advertisement, paradoxically works for a “diaspora” of Australians who are not in exile but have mostly travelled for reasons of pleasure or professional or financial gain. Another paradox arises from the song Home on the Range, dating back to the 19th century at a time when the frontier was still a strong concept in the USA and people were simultaneously leaving homes and reminiscing about home (Mechem). Although it was written in Kansas, the lyrics – again vague and adaptable – were changed by other travellers so that versions such as Colorado Home and My Arizona Home soon abounded. In 1947 Kansas made Home on the Range its state song, despite there being very few buffalo left there, thus highlighting a disjuncture between the modern Kansas and “a home where the buffalo roam” as described in the song. These themes, paradoxes and oppositional understandings of home only scratch the surface of the wide range of claims that are made on home throughout popular music. It has been shown that home is a flexible concept, referring to homelands, regions, communities and private houses. While predominantly used to evoke positive feelings, mostly with traditional views of the relationships that lie within homes, songs also raise challenges to notions of domesticity, the rights of those inhabiting the private sphere and the demarcation between the private and public spheres. Songs about home reflect contexts and challenges of their respective eras and remind us that vigorous discussion takes place about and within homes. The challenges are changing. Where many women once felt restrictively tied to the home – and no doubt many continue to do so – many women and men are now struggling to rediscover spatial boundaries, with production and consumption increasingly impinging upon relationships that have so frequently given the term home its meaning. With evidence that we are working longer hours and that home life, in whatever form, is frequently suffering (Beder, Hochschild), the discussion should continue. Abstract:

It has been fifteen months since the World Health Organisation declared the COVID-19 outbreak a global pandemic and the first lockdowns went into effect, dramatically changing the social landscape for millions of individuals worldwide. Overnight, it seemed, Zoom became the default platform for video conferencing, rapidly morphing from brand name to eponymous generic—a verb and a place and mode of being all at once. This nearly ubiquitous transition to remote work and remote play was both unprecedented and entirely anticipated. While teleworking, digital commerce, online learning, and social networking were common fare by 2020, in March of that year telepresence shifted from option to mandate, and Zooming became a daily practice for tens of millions of individuals worldwide. In an era of COVID-19, our relationships and experiences are deeply intertwined with our ability to “Zoom”. This shift resulted in new forms of artistic practice, new modes of pedagogy, and new ways of social organising, but it has also created new forms (and exacerbated existing forms) of exploitation, inequity, social isolation, and precarity. For millions, of course, lockdowns and restrictions had a profound impact that could not be mitigated by the mediated presence offered by way of Zoom and other video conferencing platforms. For those of us fortunate enough to maintain a paycheck and engage in work remotely, Zoom in part highlighted the degree to which a network logic already governed our work and our labour within a neoliberal economy long before the first lockdowns began. In the introduction to The Postmodern Condition: A Report on Knowledge, Lyotard identifies a “logic of maximum performance” that regulates the contemporary moment: a cybernetic framework for understanding what it means to communicate—one that ultimately frames all political, social, and personal interactions within matrices of power laid out in terms of performativity and optimisation (xxiv.) Performativity serves as a foundation for not only how a system operates, but for how all other elements within that system express themselves. Lyotard writes, “even when its rules are in the process of changing and innovations are occurring, even when its dysfunctions (such as strikes, crises, unemployment, or political revolutions) inspire hope and lead to a belief in an alternative, even then what is actually taking place is only an internal readjustment, and its results can be no more than an increase in the system’s ‘viability’” (11-12). One may well add to this list of dysfunctions global pandemics. Zoom, in effect, offered universities, corporations, mass media outlets, and other organisations a platform to “innovate” within an ongoing network logic of performativity: to maintain business as usual in a moment in which nothing was usual, normal, or functional. Zoom foregrounds performativity in other senses as well, to the extent that it provides a space and context for social performance. In The Presentation of Self in Everyday Life, Erving Goffman explores how social actors move through their social environments, managing their identities in response to the space in which they find themselves and the audience (who are also social actors) within those spaces. For Goffman, the social environment provides the primary context for how and why social actors behave the way that they do. Goffman further denotes different spaces where our performances may shift: from public settings to smaller audiences, to private spaces where we can inhabit ourselves without any performance demands. The advent of social media, however, has added new layers to how we understand performance, audience, and public and private social spaces. Indeed, Goffman’s assertion that we are constantly managing our impressions feels particularly accurate when considering the added pressures of managing our identities in multiple social spaces, both face to face and online. Thus, when the world shut down during the COVID-19 pandemic, and all forms of social interactions shifted to digital spaces, the performative demands of working from home became all the more complex in the sharp merging of private and public spaces. Thus, discussions and debates arose regarding proper “Zoom etiquette”, for different settings, and what constituted work-appropriate attire when working from home (a debate that, unsurprisingly, became particularly gendered in nature). Privacy management was a near constant narrative as we began asking, who can be in our spaces? How much of our homes are we required to put on display to other classmates, co-workers, and even our friends? In many ways, the hyper-dependence on Zoom interactions forced an entry into the spaces that we so often kept private, leaving our social performances permanently on display. Prior to COVID-19, the networks of everyday life had already produced rather porous boundaries between public and private life, but for the most part, individuals managed to maintain some sort of partition between domestic, intimate spaces, and their public performances of their professional and civic selves. It was an exception in The Before Times, for example, for a college professor to be interrupted in the midst of his BBC News interview by his children wandering into the room; the suspended possibility of the private erupting in the midst of a public social space (or vice versa) haunts all of our network interactions, yet the exceptionality of these moments speaks to the degree to which we sustained an illusion of two distinct stages for performance in a pre-pandemic era. Now, what was once the exception has become the rule. As millions of individuals found themselves Zooming from home while engaging co-workers, clients, patients, and students in professional interactions, the interpenetration of the public and private became a matter of daily fare. And yes, while early on in the pandemic several newsworthy (or at least meme-worthy) stories circulated widely on mass media and social media alike, serving as teleconferencing cautionary tales—usually involving sex, drugs, or bowel movements—moments of transgressive privacy very much became the norm: we found ourselves, in the midst of the workday, peering into backgrounds of bedrooms and kitchens, examining decorations and personal effects, and sharing in the comings and goings of pets and other family members entering and leaving the frame. Some users opted for background images or made use of blurring effects to “hide the mess” of their daily lives. Others, however, seemed to embrace the blur itself, implicitly or explicitly accepting the everydayness of this new liminality between public and private life. And while we acknowledge the transgressive nature of the incursions of the domestic and the intimate into workplace activities, it is worth noting as well that this incursion likewise takes place in the opposite direction, as spaces once designated as private became de facto workplace settings, and fell under the purview of a whole range of workplace policies that dictated appropriate and inappropriate behaviour. Not least of these intrusions are the literal and ideological apparatuses of surveillance that Zoom and other video conferencing platforms set into motion. In the original conception of the Panopticon, the observer could see the observed, but those being observed could not see their observers. This was meant to instill a sense of constant surveillance, whether the observer was there or not. In Discipline and Punish, Foucault considered those observed through the Panopticon as objects to be observed, with no power to turn the gaze back towards the structures of power that infiltrated their existence with such invasive intent. With Zoom, however, as much as private spaces have been infiltrated by work, school, and even family and friends, those leading classes or meetings may also feel a penetrative gaze by those who observe their professional performances, as many online participants have pushed back against these intrusions with cameras and audio turned off, leaving the performer with an audience of black screens and no indication of real observers behind them or not. In these unstable digital spaces, we vacillate between observed and observer, with the lines between private and public, visible and invisible, utterly blurred. Yet we should not lose sight of the fact that the panoptic power of the platform itself is hardly optic and remains one degree removed from its users, at the level of data extraction, collection, and exchange. In an already data-dependent era, more privacy and personal data has become available than ever before through online monitoring and the constant use of Zoom in work and social interactions. Such incursions of informatic biopower require further consideration within an emerging discussion of digital capital. There has also been the opportunity for these transformative, digital spaces to be used for an invited gaze into artistic and imaginative spaces. The global pandemic hit many industries hard, but in particular, artists and performers, as well as their performance venues, saw a massive loss of space, audiences, and income. Many artists developed performance spaces through online video conferencing in order to maintain their practice and their connection to their audiences, while others developed new curriculums and worked to find accessible ways for community members to participate in online art programming. Thus, though performers may still be faced with black squares as their audience, the invited gaze allows for artistic performances to continue, whether as digital shorts, live streamed music sets, or isolated cast members performing many roles with a reduced cast list. Though the issue of access to the technology and bandwidth needed to partake in these performances and programming is still front of mind, the presentation of artistic performances through Zoom has allowed in many other ways for a larger audience reach, from those who may not live near a performance centre, to others who may not be able to access physical spaces comfortably or safely. The ideology of ongoing productivity and expanded, remote access baked into video conferencing platforms like Zoom is perhaps most apparent in the assumptions of access that accompanied the widespread use of these platforms, particularly in the context of public institutions such as schools. In the United States, free market libertarian think tanks like the Cato Institute have pointed to the end of “Net Neutrality” as a boon for infrastructure investment that led to greater broadband access nationwide (compared to a more heavily regulated industry in Europe). Yet even policy think tanks such as the Information Technology and Innovation Foundation—with its mission to “formulate, evaluate, and promote policy solutions that accelerate innovation and boost productivity to spur growth, opportunity, and progress”—acknowledged that although the U.S. infrastructure supported the massive increase in bandwidth demands as schools and businesses went online, gaps in rural access and affordability barriers for low income users mean that more needs to be done to bring about “a more just and effective broadband network for all Americans”. But calls for greater access are, in effect, supporting this same ideological framework in which greater access presumably equates with greater equity. What the COVID-19 pandemic revealed, we would argue, is the degree to which those most in need of services and support experience the greatest degree of digital precarity, a point that Jenny Kennedy, Indigo Holcombe-James, and Kate Mannell foreground in their piece “Access Denied: How Barriers to Participate on Zoom Impact on Research Opportunity”. As they note, access to data and devices provide a basic threshold for participation, but the ability to deploy these tools and orient oneself toward these sorts of engagements suggests a level of fluency beyond what many high-risk/high-need populations may already possess. Access reveals a disposition toward global networks, and as such signals one’s degree of social capital within a network society—a “state nobility” for the digital age (Bourdieu.) While Zoom became the default platform for a wide range of official and institutional practices, from corporate meetings to college class sessions, we have seen over the past year unanticipated engagements with the platform as well. Zoombombing offers one form of evil media practice that disrupts the dominant performativity logic of Zoom and undermines the assumptions of rational exchange that still drive much of how we understand “effective” communication (Fuller and Goffey). While we may be tempted to dismiss Zoombombing and other forms of “shitposting” as “mere” trollish distractions, doing so does not address the political agency of strategic actions on these platforms that refuse to abide by “an intersubjective recognition that is based on a consensus about values or on mutual understanding” (Habermas 12). Kawsar Ali takes up these tactical uses in “Zoom-ing in on White Supremacy: Zoom-Bombing Anti-Racism Efforts” and explores how alt-right and white supremacist groups have exploited these strategies not only as a means of disruption but as a form of violence against participants. A cluster of articles in this issue take up the question of creative practice and how video conferencing technologies can be adapted to performative uses that were perhaps not intended or foreseen by the platform’s creators. xtine burrough and Sabrina Starnaman offer up one such project in “Epic Hand Washing: Synchronous Participation and Lost Narratives”, which paired live performances of handwashing in domestic spaces with readings from literary texts that commented upon earlier pandemics and plagues. While Zoom presents itself as a tool to keep a neoliberal economy flowing, we see modes of use such as burrough’s and Starnaman’s performative piece that are intentionally playful, at the same time that they attempt to address the lived experiences of lockdown, confinement, and hygienic hypervigilance. Claire Parnell, Andrea Anne Trinidad, and Jodi McAlister explore another form of playful performance through their examination of the #RomanceClass community in the Philippines, and how they adapted their biannual reading and performance events of their community-produced English-language romance fiction. While we may still use comparative terms such as “face-to-face” and “virtual” to distinguish between digitally-mediated and (relatively) unmediated interactions, Parnell et al.’s work highlights the degree to which these technologies of mediation were already a part of this community’s attempt to support and sustain itself. Zoom, then, became the vehicle to produce and share community-oriented kilig, a Filipino term for embodied, romantic affective response. Shaun Wilson’s “Creative Practice through Teleconferencing in the Era of COVID-19” provides another direct reflection on the contemporary moment and the framing aesthetics of Zoom. Through an examination of three works of art produced for screen during the COVID-19 pandemic, including his own project “Fading Light”, Wilson examines how video conferencing platforms create “oscillating” frames that speak to and comment on each other at the same time that they remain discrete and untouched. We have opened and closed this issue with bookends of sorts, bringing to the fore a range of theoretical considerations alongside personal reflections. In our feature article, “Room without Room: Affect and Abjection in the Circuit of Self-Regard”, Ricky Crano examines the degree to which the aesthetics of Zoom, from its glitches to its default self-view, create modes of interaction that drain affect from discourse, leaving its users with an impoverished sense of co-presence. His focus is explicitly on the normative uses of the platform, not the many artistic and experimental misappropriations that the platform likewise offers. He concludes, “it is left to artists and other experimenters to expose and undermine the workings of power in the standard corporate, neoliberal modes of engagement”, which several of the following essays in this issue then take up. And we close with “Embracing Liminality and ‘Staying with the Trouble’ on (and off) Screen”, in which Tania Lewis, Annette Markham, and Indigo Holcombe-James explore two autoethnographic studies, Massive and Microscopic Sensemaking and The Shut-In Worker, to discuss the liminality of our experience of the COVID-19 pandemic, on and off—and in between—Zoom screens. Rather than suggesting a “return to normal” as mask mandates, social distancing, and lockdown restrictions ease, they attempt to “challenge the assumption that stability and certainty is what we now need as a global community … . How can we use the discomfort of liminality to imagine global futures that have radically transformative possibilities?” This final piece in the collection we take to heart, as we consider how we, too, can stay in the trouble, and consider transformative futures. Each of these pieces offers a thoughtful contribution to a burgeoning discussion on what Zooming means to us as academics, teachers, researchers, and community members. Though investigations into the social effects of digital spaces are not new, this moment in time requires careful and critical investigation through the lens of a global pandemic as it intersects with a world that has never been more digital in its presence and social interactions. The articles in this volume bring us to a starting point, but there is much more to cover: issues of disability and accessibility, gender and physical representations, the political economy of digital accessibility, the transformation of learning styles and experiences through a year of online learning, and still more areas of investigation to come. It is our hope that this volume provides a blueprint of sorts for other critical engagements and explorations of how our lives and our digital landscapes have been impacted by COVID-19, regardless of the instability of our connections. Abstract:

Many films of the Australian New Wave (or Australian film renaissance) of the 1970s and 1980s can be defined as gothic, especially following Jonathan Rayner’s suggestion that “Instead of a genre, Australian Gothic represents a mode, a stance and an atmosphere, after the fashion of American Film Noir, with the appellation suggesting the inclusion of horrific and fantastic materials comparable to those of Gothic literature” (25). The American comparison is revealing. The 400 or so film productions of the Australian New Wave emerged, not in a vacuum, but in an increasingly connected and inter-mixed international space (Godden). Putatively discrete national cinemas weave in and out of each other on many levels. One such level concerns the reception critics give to films. This article will drill down to the level of the reception of two examples of Australian gothic film-making by two well-known American critics. Rayner’s comparison of Australian gothic with American film noir is useful; however, it begs the question of how American critics such as Pauline Kael and Andrew Sarris influentially shaped the reception of Australian gothic in America and in other locations (such as Australia itself) where their reviews found an audience either at the time or afterwards. The significance of the present article rests on the fact that, as William McClain observes, following in Rick Altman’s footsteps, “critics form one of the key material institutions that support generic formations” (54). This article nurtures the suggestion that knowing how Australian gothic cinema was shaped, in its infancy, in the increasingly important American market (a market of both commerce and ideas) might usefully inform revisionist studies of Australian cinema as a national mode. A more nuanced, globally informed representation of the origins and development of Australian gothic cinema emerges at this juncture, particularly given that American film reviewing in the 1970s and 1980s more closely resembled what might today be called film criticism or even film theory. The length of individual reviews back then, the more specialized vocabulary used, and above all the tendency for critics to assume more knowledge of film history than could safely be assumed in 2014—all this shows up the contrast with today. As Christos Tsiolkas notes, “in our age… film reviewing has been reduced to a thumbs-up or a thumbs-down” (56)! The 1970s and 1980s is largely pre-Internet, and critical voices such as Kael and Sarris dominated in print. The American reviews of Australian gothic films demonstrate how a different consciousness suffuses Kael’s and Sarris’s engagements with “Antipodean” (broadly Australian and New Zealand) cinema. Rayner’s locally specific definition of Australian gothic is distorted in their interpretations of examples of the genre. It will be argued that this is symptomatic of a particular blindspot, related to the politics and art of place, in the American reception of Wake in Fright (initially called Outback in America), directed by the Canadian Ted Kotcheff (1971) and The Year of Living Dangerously, directed by Peter Weir (1982). Space and argument considerations force this article to focus on the reviews of these films, engaging less in analysis of the films themselves. Suffice to say that they all fit broadly within Rayner’s definition of Australian gothic cinema. As Rayner states, three thematic concerns which permeate all the films related to the Gothic sensibility provide links across the distinctions of era, environment and character. They are: a questioning of established authority; a disillusionment with the social reality that that authority maintains; and the protagonist’s search for a valid and tenable identity once the true nature of the human environment has been revealed. (25) “The true nature of the human environment….” Here is the element upon which the American reviews of the Australian gothic founder. Explicitly in many films of this mode, and implicitly in nearly all of them, is the “human environment” of the Australian landscape, which operates less as a backdrop and more as a participating element, even a character, in the drama, saturating the mise-en-scène. In “Out of Place: Reading (Post) Colonial Landscapes as Gothic Space in Jane Campion’s Films,” Eva Rueschmann quotes Ross Gibson’s thesis from South of the West: Postcolonialism and the Narrative Construction of Australia that By featuring the land so emphatically… [Australian] films stake out something more significant than decorative pictorialism. Knowingly or unknowingly, they are all engaging with the dominant mythology of white Australia. They are all partaking of the landscape tradition which, for two hundred years, has been used by white Australians to promote a sense of the significance of European society in the “Antipodes”. (Rueschmann) The “emphatic” nature of the land in films like Wake in Fright, Mad Max 2 and Picnic at Hanging Rock actively contributes to the “atmosphere” of Australian gothic cinema (Rayner 25). This atmosphere floats across Australian film and literature. Many of the films mentioned in this article are adaptations from books, and Rayner himself stresses the similarity between Australian gothic and gothic literature (25). Significantly, the atmosphere of Australian gothic also floats across the fuzzy boundary between the gothic and road movies or road literature. Mad Max 2: The Road Warrior is obviously a road movie as well as a gothic text; so is Wake in Fright in its way; even Picnic at Hanging Rock contains elements of the road movie in all that travelling to and from the rock. Roads, then, are significant for Australian gothic cinema, for the road traverses the Australian (gothic) landscape and, in the opportunity it provides for moving through it at speed, tantalizes with the (unfulfillable) promise of an escape from its gothic horror. Australian roads are familiar, part of White European culture referencing the geometric precision of Roman roads. The Australian outback, by contrast, is unfamiliar, uncanny. Veined with roads, the outback invites the taming by “the landscape tradition” that it simultaneously rejects (Rueschmann). In the opening 360° pan of Wake in Fright the land frightens with its immensity and intensity, even as the camera displays the land’s “conquering” agent: not a road, but the road’s surrogate—a railway line. Thus, the land introduces the uncanny into Australian gothic cinema. In Freudian terms, the uncanny is that unsettling combination of the familiar and the unfamiliar. R. Gray calls it “the class of frightening things that leads us back to what is known and familiar” (Gray). The “frightening” land is the very condition of the “comforting” road; no roads without a space for roads, and places for them to go. In her introduction to The Penguin Book of the Road, Delia Falconer similarly sutures the land to the uncanny, linking both of these with the first peoples of the Australian land: "Of course there is another 'poetry of the earth' whispering from the edges of our roads that gives so many of our road stories an extra charge, and that is the history of Aboriginal presence in this land. Thousands of years of paths and tribal boundaries also account for the uncanny sense of being haunted that dogs our travellers on their journeys (xvii). White Australia, as the local saying goes, has a black past, played out across the land. The film The Proposition instances this, with its gothic portrayal of the uncanny encroachments of the Australian “wilderness” into the domain of “civilization”. Furthermore, “our” overweening literal and metaphoric investment in the traditional quarter-acre block, not to mention in our roads, shows that “we” haven’t reconciled either with the land of Australia or with its original inhabitants: the Aboriginal peoples. Little wonder that Kael and Sarris couldn’t do so, as White Americans writing some forty years ago, and at such a huge geographic remove from Australia. As will be seen, the failure of these American film critics to comprehend the Australian landscape comes out—as both a “critical reaction” and a “reactive compensation”—in two, interwoven strands of their interpretations of Australian New Wave gothic cinema. A repulsion from, and an attraction to, the unrecognized uncanny is evidenced. The first strand is constituted in the markedly anthropological aspect to the film reviews: anthropological elements of the text itself are either disproportionately magnified or longed for. Here, “anthropological” includes the sociological and the historical. Secondly, Kael and Sarris use the films they review from Australian gothic cinema as sites upon which to trial answers to the old and persistent question of how the very categories of art and politics relate. Initially sucked out of the reviews (strand one), politics and art thus rush back in (strand two). In other words, the American failure to engage deeply with the land triggers an initial reading of films like Wake in Fright less as films per se and more as primary texts or one-to-one documentations of Australia. Australia presents for anthropological, even scientific atomization, rather than as a place in active, creative and complex relationship with its rendering in mise-en-scène. Simultaneously though, the absence of the land nags—eats away at the edges of critical thinking—and re-emerges (like a Freudian return of the repressed) in an attempt by the American critics to exploit their film subjects as an opportunity for working out how politics and art (here cinema) relate. The “un-seen” land creates a mis-reading amongst the American critics (strand one), only to force a compensatory, if somewhat blindsided, re-reading (strand two). For after all, in this critical “over-looking” of the land, and thus of the (ongoing) Aboriginal existence in and with the land, it is politics and art that is most at stake. How peoples (indigenous, settler or hybrid peoples) are connected to and through the land has perhaps always been Australia’s principal political and artistic question. How do the American reviews speak to this question? Sarris did not review Wake in Fright. Kael reviewed it, primarily, as a text at the intersection of fiction and documentary, ultimately privileging the latter. Throughout, her critical coordinates are American and, to a degree, literary. Noting the “stale whiff of Conrad” she also cites Outback’s “additional interest” in its similarity with “recent American movies [about] American racism and capitalist exploitation and the Vietnam war” (415). But her most pointed intervention comes in the assertion that there is “enough narrative to hold the social material together,” as if this were all narrative were good for: scaffolding for sociology (416). Art and culture are left out. Even as Kael mentions the “treatment of the Aborigines,” she misses the Aboriginal cultural moment of the opening shot of the land; this terrain, she writes, is “without a trace of culture” (416). Then, after critiquing what she sees as the unconvincing lesson of the schoolteacher’s moral demise, comes this: “But a more serious problem is that (despite the banal photography) the semi-documentary aspects of the film are so much more vivid and authentic and original than the factitious Conradian hero that we want to see more of that material—we want to learn more” (416-417). Further on, in this final paragraph, Kael notes that, while “there have been other Australian films, so it’s not all new” the director and scriptwriter “have seen the life in a more objective way, almost as if they were cultural anthropologists…. Maybe Kotcheff didn’t dare to expand this vision at the expense of the plot line, but he got onto something bigger than the plot” (417). Kael’s “error”, as it were, is to over-look how the land itself stretches the space of the film, beyond plot, to occupy the same space as her so-called “something bigger”, which itself is filled out by the uncanniness of the land as the intersections of both indigenous and settler (road-based) cultures and their representations in art (417). The “banal photography” might be better read as the film’s inhabitation of these artistic/cultural intersections (416). Kael’s Wake in Fright piece illustrates the first strand of the American reviews of Australian gothic cinema. Missing the land’s uncanniness effectively distributes throughout the review an elision of culture and art, and a reactive engagement with the broadly anthropological elements of Kotcheff’s film. Reviews of The Year of Living Dangerously by Kael and Sarris also illustrate the first strand of the American-Australian reviewing nexus, with the addition, also by each critic, of the second strand: the attempt to reconnect and revitalize the categories of politics and art. As with Wake in Fright, Kael introduces an anthropological gambit into Weir’s film, privileging its documentary elements over its qualities as fiction (strand one). “To a degree,” she writes, “Weir is the victim of his own skill at creating the illusion of authentic Third World misery, rioting, and chaos” (454). By comparison with “earlier, studio-set films” (like Casablanca [452]), where such “backgrounds (with their picturesque natives) were perfectly acceptable as backdrops…. Here… it’s a little obscene” (454). Kael continues: “Documentaries, TV coverage, print journalism, and modern history itself have changed audiences’ responses, and when fake dilemmas about ‘involvement’ are cooked up for the hero they’re an embarrassment” (454-455). Film is pushed to cater to anthropology besides art. Mirroring Kael’s strand-one response, Sarris puts a lot of pressure on Weir’s film to “perform” anthropologically—as well as, even instead of, artistically. The “movie”, he complains “could have been enjoyed thoroughly as a rousingly old-fashioned Hollywood big-star entertainment were it not for the disturbing vistas of somnolent poverty on view in the Philippines, the location in which Indonesian poverty in 1965 was simulated” (59). Indeed, the intrusive reality of poverty elicits from Sarris something very similar to Kael’s charge of the “obscenity of the backdrop” (454): We cannot go back to Manderley in our movie romances. That much is certain. We must go forward into the real world, but in the process, we should be careful not to dwarf our heroes and heroines with the cosmic futility of it all. They must be capable of acting on the stage of history, and by acting, make a difference in our moral perception of life on this planet. (59) Sarris places an extreme, even outrageous, strand-one demand on Weir’s film to re-purpose its fiction (what Kael calls “romantic melodrama” [454]) to elicit the categories of history and anthropology—that last phrase, “life on this planet”, sounds like David Attenborough speaking! More so, anthropological atomization is matched swiftly to a strand-two demand, for this passage also anticipates the rapprochement of politics and art, whereby art rises to the level of politics, requiring movie “heroes and heroines” to make a “moral difference” on a historical if not on a “cosmic” level (59). It is precisely in this, however, that Weir’s film falls down for Sarris. “The peculiar hollowness that the more perceptive reviewers have noted in The Year of Living Dangerously arises from the discrepancy between the thrilling charisma of the stars and the antiheroic irrelevance of the characters they play to the world around them” (59). Sarris’s spatialized phrase here (“peculiar hollowness”) recalls Kael’s observation that Wake in Fright contains “something bigger than the plot” (417). In each case, the description is doubling, dis-locating—uncanny. Echoing the title of Eva Rueschmann’s article, both films, like the Australian landscape itself, are “out of place” in their interpretation by these American critics. What, really, does Sarris’s “peculiar hollowness” originate in (59)? In what “discrepancy” (59)? There is a small but, in the context of this article, telling error in Sarris’s review of Weir’s film. Kael, correctly, notes that “the Indonesian settings had to be faked (in the Philippines and Australia)” (inserted emphasis) (452). Sarris mentions only the Philippines. From little things big things grow. Similar to how Kael overlooks the uncanny in Wake in Fright’s mise-en-scène, Sarris “sees” a “peculiar hollowness” where the land would otherwise be. Otherwise, that is, in the perspective of a cinema (Kotcheff’s, Weir’s) that comprehends “the true nature of the [Australian, gothic] human environment” (Rayner 25). Of course, it is not primarily a matter of how much footage Weir shot in Australia. It is the nature of the cinematography that matters most. For his part, Sarris damns it as “pretentiously picturesque” (59). Kael, meanwhile, gets closer perhaps to the ethics of the uncanny cinematography of The Year of Living Dangerously in her description of “intimations, fragments, hints and portents… on a very wide screen” (451). Even so, it will be remembered, she does call the “backgrounds… obscene” (454). Kael and Sarris see less than they “see”. Again like Sarris, Kael goes looking in Weir’s film for a strand-two rapprochement of politics and art, as evidenced by the line “The movie displays left-wing attitudes, but it shows no particular interest in politics” (453). It does though, only Kael is blind to it because she is blind to the land and, equally, to the political circumstances of the people of the land. Kael likely never realized the “discrepancy” in her critique of The Year of Living Dangerously’s Billy Kwan as “the same sort of in-on-the-mysteries-of-the-cosmos character that the aborigine actor Gulpilil played in Weir’s 1977 The Last Wave” (455). All this, she concludes, “might be boiled down to the mysticism of L.A.: ‘Go with the flow’” (455)! Grouping characters and places together like this, under the banner of L.A. mysticism, brutally erases the variations across different, uncanny, gothic, post-colonial landscapes. It is precisely here that politics and art do meet, in Weir’s film (and Kotcheff’s): in the artistic representation of the land as an index of the political relations of indigenous, settler and hybrid communities. (And not down the rabbit hole of the “specifics” of politics that Kael claims to want [453]). The American critics considered in this article are not in “bad faith” or a-political. Sarris produced a perceptive, left-leaning study entitled Politics and Cinema, and many of Kael’s reviews, along with essays like “Saddle Sore: El Dorado, The War Wagon, The Way West,” contain sophisticated, liberalist analyses of the political circumstances of Native Americans. The crucial point is that, as “critics form[ing] one of the key material institutions that support generic formations,” Sarris and Kael impacted majorly on the development of Australian gothic cinema, in the American context—impacted especially, one could say, on the (mis-)understanding of the land-based, uncanny politics of this mode in its Australian setting (McClain 54). Kael’s and Sarris’s reviews of My Brilliant Career, along with Judith Maslin’s review, contain traits similar to those considered in depth in the reviews studied above. Future research might usefully study this significant impact more closely, weaving in an awareness of the developing dynamics of global film productions and co-productions since the 1970s, and thereby focusing on Australian gothic as international cinema. Was, for example, the political impact of later films like The Proposition influenced, even marginally, by the (mis-)readings of Sarris and Kael? In conclusion here, it suffices to note that, even as the American reviewers reduced Australian cinema art to “blank” documentary or “neutral” anthropology, nevertheless they evidenced, in their strand-two responses, the power of the land (as presented in the cinematography and mise-en-scène) to call out—across an increasingly globalized domain of cinematic reception—for the fundamental importance of the connection between politics and art. Forging this connection, in which all lands and the peoples of all lands are implicated, should be, perhaps, the primary and ongoing concern of national and global cinemas of the uncanny, gothic mode, or perhaps even any mode. My message is this in regard to SMS messages and swarming crowds; this is ludicrous behaviour; it is unAustralian. We all share this wonderful country. (NSW Police Assistant Commissioners Mark Goodwin, quoted in Kennedy) The cops hate and fear the swarming packs of Lebanese who respond when some of their numbers are confronted, mobilising quickly via mobile phones and showing open contempt for Australian law. All this is the real world, as distinct from the world preferred by ideological academics who talk about “moral panic” and the oppression of Muslims. They will see only Australian racism as the problem. (Sheehan) The Politics of Transmission On 11 December 2005, as Sydney was settling into early summer haze, there was a race riot on the popular Cronulla beach in the city’s southern suburbs. Hundreds of people, young men especially, gathered for a weekend protest. Their target and pretext were visitors from the culturally diverse suburbs to the west, and the need to defend their women and beaches in the face of such unwelcome incursions and behaviours. In the ensuing days, there were violent raids and assaults criss-crossing back and forth across Sydney’s beaches and suburbs, involving almost farcical yet deadly earnest efforts to identify, respectively, people of “anglo” or “Middle Eastern” appearance (often specifically “Lebanese”) and to threaten or bash them. At the very heart of this state of siege and the fear, outrage, and sadness that gripped those living in Sydney were the politics of transmission. The spark that set off this conflagration was widely believed to have been caused by the transmission of racist and violent “calls to arms” via mobile text messages. Predictably perhaps media outlets sought out experts on text messaging and cell phone culture for commentary, including myself and most mainstream media appeared interested in portraying a fascination for texting and reinforcing its pivotal role in the riots. In participating in media interviews, I found myself torn between wishing to attest to the significance and importance of cell phone culture and texting, on the one hand (or thumb perhaps), while being extremely sceptical about its alleged power in shaping these unfolding events, on the other — not to mention being disturbed about the ethical implications of what had unfolded. In this article, I wish to discuss the subject of transmission and the power of mobile texting culture, something that attracted much attention elsewhere — and to which the Sydney riots offer a fascinating and instructive lesson. My argument runs like this. Mobile phone culture, especially texting, has emerged over the past decade, and has played a central role in communicative and cultural practice in many countries and contexts as scholars have shown (Glotz and Bertschi; Harper, Palen and Taylor). Among other features, texting often plays a significant, if not decisive, role in co-ordinated as well as spontaneous social and political organization and networks, if not, on occasion, in revolution. However, it is important not to over-play the role, significance and force of such texting culture in the exercise of power, or the formation of collective action and identities (whether mobs, crowds, masses, movements, or multitudes). I think texting has been figured in such a hyperbolic and technological determinist way, especially, and ironically, through how it has been represented in other media (print, television, radio, and online). The difficulty then is to identify the precise contribution of mobile texting in organized and disorganized social networks, without the antimonies conferred alternatively by dystopian treatments (such as moral panic) or utopian ones (such as the technological sublime) — something which I shall try to elucidate in what follows. On the Beach Again Largely caught unawares and initially slow to respond, the New South Wales state government responded with a massive show of force and repression. 2005 had been marked by the state and Federal enactment of draconian terror laws. Now here was an opportunity for the government to demonstrate the worth of the instruments and rationales for suppression of liberties, to secure public order against threats of a more (un)civil than martial order. Outflanking the opposition party on law-and-order rhetoric once again, the government immediately formulated new laws to curtail accused and offender’s rights (Brown). The police “locked” down whole suburbs — first Cronulla, then others — and made a show of policing all beaches north and south (Sydney Morning Herald). The race riots were widely reported in the international press, and, not for the first time (especially since the recent Redfern and Macquarie Fields), the city’s self-image of a cosmopolitan, multicultural nation (or in Australian Prime Minister John Howard’s prim and loaded terms, a nation “relaxed and comfortable”) looked like a mirage. Debate raged on why the riots occurred, how harmony could be restored and what the events signified for questions of race and identity — the latter most narrowly construed in the Prime Minister’s insistence that the riots did not reflect underlying racism in Australia (Dodson, Timms and Creagh). There were suggestions that the unrest was rather at base about the contradictions and violence of masculinity, some two-odd decades after Puberty Blues — the famous account of teenage girls growing up on the (Cronulla) Shire beaches. Journalists agonized about whether the media amounted to reporter or amplifier of tensions. In the lead-up to the riots, at their height, and in their wake, there was much emphasis on the role mobile text messages played in creating the riots and sustaining the subsequent atmosphere of violence and racial tension (The Australian; Overington and Warne-Smith). Not only were text messages circulating in the Sydney area, but in other states as well (Daily Telegraph). The volume of such text messages and emails also increased in the wake of the riot (certainly I received one personally from a phone number I did not recognise). New messages were sent to exhort Lebanese-Australians and others to fight back. Those decrying racism, such as the organizers of a rally, pointedly circulated text messages, hoping to spread peace. Media commentators, police, government officials, and many others held such text messages directly and centrally responsible for organizing the riot and for the violent scuffles that followed: The text message hate mail that inspired 5000 people to attend the rally at Cronulla 10 days ago demonstrated to the police the power of the medium. The retaliation that followed, when gangs marauded through Maroubra and Cronulla, was also co-ordinated by text messaging (Davies). It is rioting for a tech-savvy generation. Mobile phones are providing the call to arms for the tribes in the race war dividing Sydney. More than 5000 people turn up to Cronulla on Sunday … many were drawn to the rally, which turned into a mob, by text messages on their mobiles (Hayes and Kearney). Such accounts were crucial to the international framing of the events as this report from The Times in London illustrates: In the days leading up to the riot racist text messages had apparently been circulating calling upon concerned “white” Australians to rally at Cronulla to defend their beach and women. Following the attacks on the volunteer lifeguards, a mobile telephone text campaign started, backed up by frenzied discussions on weblogs, calling on Cronulla locals to rally to protect their beach. In response, a text campaign urged youths from western Sydney to be at Cronulla on Sunday to protect their friends (Maynard). There were calls upon the mobile companies to intercept and ban such messages, with industry spokespeople pointing out text messages were usually only held for twenty-four hours and were in many ways more difficult to intercept than it was to tap phone calls (Burke and Cubby). Mobs and Messages I think there are many reasons to suggest that the transmission of text messages did constitute a moral panic (what I’ve called elsewhere a “mobile panic”; see Goggin), pace columnist Paul Sheehan. Notably the wayward texting drew a direct and immediate response from the state government, with legislative changes that included provisions allowing the confiscation of cell phones and outlawing sending, receipt or keeping of racist or inflammatory text messages. For some days police proceeded to stop cars and board buses and demand to inspect mobiles, checking and reading text messages, arresting at least one person for being responsible for transmitting banned text messages. However, there is another important set of ideas adduced by commentators to explain how people came together to riot in Sydney, taking their cue from Howard Rheingold’s 2002 book Smart Mobs, a widely discussed and prophetic text on social revolution and new technologies. Rheingold sees text messaging as the harbinger of such new, powerful forms of collectivity, studying emergent uses around the world. A prime example he uses to illustrate the “power of the mobile many” is the celebrated overthrow of President Joseph Estrada of the Philippines in January 2001: President Joseph Estrada of the Philippines became the first head of state in history to lose power to a smart mob. More than 1 million Manila residents, mobilized and coordinated by waves of text messages, assembled … Estrada fell. The legend of “Generation Txt” was born (Rheingold 157-58). Rheingold is careful to emphasize the social as much as technical nature of this revolution, yet still sees such developments leading to “smart mobs”. As with his earlier, prescient book Virtual Community (Rheingold 1993) did for the Internet, so has Smart Mobs compellingly fused and circulated a set of ideas about cell phones and the pervasive, wearable and mobile technologies that are their successors. The received view of the overthrow of the Estrada government is summed up in a remark attributed to Estrada himself: “I was ousted by a coup d’text” (Pertierra et al. ch. 6). The text-toppling of Estrada is typically attributed to “Generation Txt”, underlining the power of text messaging and the new social category which marks it, and has now passed into myth. What is less well-known is that the overriding role of the cell phone in the Estrada overthrow has been challenged. In the most detailed study of text messaging and subjectivity in the Philippines, which reviewed accounts of the events of the Estrada overthrow, as well as conducting interviews with participants, Pertierra et al. discern in EDSA2 a “utopian vision of the mobile phone that is characteristic of ‘discourses of sublime technology’”: It focuses squarely on the mobile phone, and ignores the people who used it … the technology is said to possess a mysterious force, called “Text Power” ... it is the technology that does things — makes things happen — not the people who use it. (Pertierra et al. ch. 6) Given the recrudescence of the technological sublime in digital media (on which see Mosco) the detailed examination of precise details and forms of agency and coordination using cell phones is most instructive. Pertierra et al. confirm that the cell phone did play an important role in EDSA2 (the term given to the events surrounding the downfall of Estrada). That role, however, was not the one for which it has usually been praised in the media since the event — namely, that of crowd-drawer par excellence … less than half of our survey respondents who took part in People Power 2 noted that text messaging influenced them to go. If people did attend, it was because they were persuaded to by an ensemble of other reasons … (2002: ch. 6) Instead, they argue, the significance of the cell phone lay firstly, in the way it helped join people who disapproved of Pres. Estrada in a network of complex connectivity … Secondly, the mobile phone was instrumental as an organizational device … In the hands of activists and powerbrokers from politics, the military, business groups and civil society, the mobile phone becomes a “potent communications tool” … (Pertierra et al. 2002: ch. 6) What this revisionist account of the Estrada coup underscores is that careful research and analysis is required to understand how SMS is used and what it signifies. Indeed it is worth going further to step back from either the celebratory or minatory discourses on the cell phone and its powerful effects, and reframe this set of events as very much to do with the mutual construction of society and technology, in which culture is intimately involved. This involves placing both the technology of text messaging and the social and political forces manifested in this uprising in a much wider setting. For instance, in his account of the Estrada crisis Vicente L. Rafael terms the tropes of text messaging and activism evident in the discourses surrounding it as: a set of telecommunicative fantasies among middle-class Filipinos … [that] reveal certain pervasive beliefs of the middle classes … in the power of communication technologies to transmit messages at a distance and in their own ability to possess that power (Rafael 399). For Rafael, rather than possessing instrinsic politics in its own right, text messaging here is about a “media politics (understood in both senses of the phrase: the politics of media systems, but also the inescapable mediation of the political) [that] reveal the unstable workings of Filipino middle-class sentiments” (400). “Little Square of Light” Doubtless there are emergent cultural and social forms created in conjunction with new technologies, which unfreeze and open up (for a time) social relations. As my discussion of the Estrada “coup d’text” shows, however, the dynamics of media, politics and technology in any revolution or riot need to be carefully traced. A full discussion of mobile media and the Sydney uprising will need to wait for another occasion. However, it is worth noting that the text messages in question to which the initial riot had been attributed, were actually read out on one of the country’s highest-rating and most influential talk-radio programs. The contents of such messages had also been detailed in print media, especially tabloids, and been widely discussed (McLellan, Marr). What remains unknown and unclear, however, is the actual use of text messages and cell phones in the conceiving, co-ordination, and improvisational dynamics of the riots, and affective, cultural processing of what occurred. Little retrospective interpretation at all has emerged in the months since the riots, but it certainly felt as if the police and state’s over-reaction, and the arrival of the traditionally hot and lethargic Christmas — combined with the underlying structures of power and feeling to achieve the reinstitution of calm, or rather perhaps the habitual, much less invisible, expression of whiteness as usual. The policing of the crisis had certainly been fuelled by the mobile panic, but setting law enforcement the task of bringing those text messages to book was much like asking them to catch the wind. For analysts, as well as police, the novel and salience appearance of texting also has a certain lure. Yet in concentrating on the deadly power of the cell phone to conjure up a howling or smart mob, or in the fascination with the new modes of transmission of mobile devices, it is important to give credit to the formidable, implacable role of media and cultural representations more generally, in all this, as they are transmitted, received, interpreted and circulated through old as well as new modes, channels and technologies. Abstract:

It’s a cool autumn morning and I am grateful for the sun as it warms the wet concrete. I have been told we will be spending some time outside later, so I am hopeful it will remain sunny. When everyone arrives, we go directly to the principal’s office. Once inside, someone points at the PA system. People pull out their cameras and take a quick photo—we were told the PA system in each school can be different so information about the broadcasting mechanism could be helpful in an emergency. I decide to take a photo as well. Figure 1: PA system inside the principal's office (Photo by Michelle Stewart) The principal joins us and we begin the task of moving through the school: a principal, two plain clothes police officers, two uniformed police officers, two police volunteers and an anthropologist researcher. Our goal is to document the entire school for a police program called School Action For Emergencies (SAFE) that seeks to create emergency plans for each school on a national Canadian police database. It is a massive undertaking to collect the data necessary to create the interactive maps of each school. We were told that potential hiding spaces were one focus alongside the general layout of the school; the other focus is thinking about potential response routes and staging for emergency responders. We snap photos based on our morning training. Broom closets and cubbyholes are now potential hiding spots that must be documented with a photo and narrated with a strategy. Misplaced items present their own challenges. A large gym mattress stored under the stairs. The principal comments that the mattress needs to be returned to the gym; a volunteer crouches down and takes a picture in the event that it remains permanently and creates a potential hiding spot. Figure 2: Documenting gym mat in hallway/potential hiding spot (Photo by Michelle Stewart) We emerge from the school, take a photo of the door, and enter the schoolyard. We move along the fence line: some individuals take notes about the physical characteristics of the property, others jot down the height of the retaining wall, still others take photos of the neighboring properties. Everyone is taking notes, taking photos, or comparing notes and photos. Soon we will be back at the police station for the larger project of harmonizing all the data into a massive mapping database. Locating the State in Its Objects Focusing on a Canadian police program called School Action for Emergency (SAFE), this article discusses the material labour practices required to create a virtual object—an augmented map. This mapping program provides a venue through which to consider the ways augmented objects come into the world. In this article, I discuss the labour practices necessary to create this map and then illustrate how labour practices are erased as part of this production and consumption of an augmented technology meant to facilitate an effective emergency response. In so doing, I will also discuss the production of authority and expertise through deployment of these police aids. As someone concerned with the ways in which the state instantiates itself into the lives of its subjects, I look at the particular enrollment practices of citizen and state agents as part of statecraft (Stewart). From Weber we are told about the role of police as they relate to state power, “state is a human community that (successfully) claims the monopoly of the legitimate use of physical force within a given territory. Note that 'territory' is one of the characteristics of the state. Specifically, at the present time, the right to use physical force is ascribed to other institutions or to individuals only to the extent to which the state permits it” (Weber, 34 my emphasis). I would argue that part of this monopoly involves cultivating citizen consent; that the subordination of citizens is equally important to police power as is the state’s permission to act. One way citizen consent is cultivated is through the performance of expertise such that subjects agree to give police power because police appear to be experts. Seen this way, police aids can be critical in cultivating this type of consent through the appearance of police as experts when they appear all knowing; what is often forgotten are the workers and aids that support that appearance (think here of dispatchers and databases). Becoming SAFE The SAFE project is an initiative of the Royal Canadian Mounted Police (RCMP), the national police force in Canada. The goal of the program is to “certify” every school in the country, meaning each school will have documentation of the school that has been uploaded into the SAFE computer program. As illustrated in the introduction, this is a time-consuming process requiring not only photos and other data be collected but also all of this data and material be uploaded into the RCMP’s centralized computer program. The desired effect is that each school will have a SAFE program so police and dispatchers can access this massive collection of the data in the event of an emergency. During my time conducting research with the RCMP, I attended training sessions with John, a young corporal in the national police force. One of John’s duties was to coordinate the certification of the SAFE program that included training sessions. The program was initiated in 2007, and within one year, the province we were working in began the process of certifying approximately 850 of its 1700 schools; it had completed over 170 schools and identified 180 local SAFE coordinators. In that first year alone over 23,000 photos had been uploaded and 2,800 school layouts were available. In short, SAFE was a data heavy, labour-intensive process and one of John’s jobs was to visit police stations to get them started certifying local schools. Certification requires that at least one police officer be involved in the documentation of the school (photos and notes). After all the data is collected it must be articulated into the computer program through prompts that allow for photos and narratives to be uploaded. In the session described in the introduction, John worked with a group of local police and police auxiliaries (volunteers). The session started with a short Power Point presentation that included information about recent school tragedies, an audio clip from Columbine that detailed the final moments of a victim as she hid from killers, and then a practical, hands-on engagement with the computer software. Prior to leaving for on-site data collection, John had the trainees open the computer program to become familiar with the screens and prompts. He highlighted the program was user-friendly, and that any mistake made could be corrected. He focused on instilling interest before leaving for the school to collect data. During this on-site visit, as I trailed behind the participants, I was fascinated by one particularly diligent volunteer. He bent, climbed, and stretched to take photos and then made careful notations. Back at the police station he was just as committed to detail when he was paired up with his partner in front of the computer. They poured over their combined notes and photos; making routes and then correcting them; demanding different types of maps to compare their handwritten notes to the apparent errors in the computer map; demanding a street map for one further clarification of the proposed route. His commitment to the process, I started to think, was quite substantial. Because of his commitment, he had to engage in quite a bit of labour. But it was in this process of refining his data that I started to see the erasure of labour. I want to take some time now to discuss the process of erasure by turning attention to feminist and labour theory emerging from science and technology studies as means to articulate what was, and was not, taking place during the data entry. Maria Puig de la Bellacasa highlights the role of care as it relates to labour. In so doing, she joins a literature that draws attention to the ways in which labour is erased through specific social and material practices (see for example works in Gibson-Graham, Resnick and Wolf). More specifically, Puig de la Bellacasa investigates care in labour as it effects what she calls “knowledge politics” (85). In her work, Puig de la Bellaca discusses Suchman’s research on software design programs that produce virtual “office assistants” to assist the user. Suchman’s work reveals the ways in which this type of “assistant” must be visible enough to assist the user but not visible enough to require recognition. In so doing, Suchman illustrates how these programs replicate the office (and domestic servant) dynamics. Seen this way, labour becomes undervalued (think for example interns, assistants, etc.) and labour that is critical to many offices (and homes). Suchman’s work in this area is helpful when thinking about the role of augmented objects such as the augmented police map because in many ways it is a type of office assistant for police officers, handing over virtual notes and information about a location that police would otherwise not necessarily know thereby replicating the office dynamic of the boss that appears all knowing because, in part, s/he has a team that supports every aspect of their work. This devalued work (the lower paid intern or assistant) facilitates the authority—and ultimately the higher wage of the boss—who appears to earn this status. Let me layer this analysis of the “office assistant” with the similar phenomena in scientific knowledge production. Steven Shapin, a sociologist of science, discusses Robert Boyle’s 17th century laboratory and the various technicians in the background that assisted in experiments but remained ignored. Shapin argues contemporary scientific practice has changed little in this regard as technicians remain unaccounted for in the scientific record. He points out “science could not be made if this technician’s work were not done, but it is thought that anyone can do it” (Shapin, 557). Without these workers and their labour, scientific knowledge would not be possible, and yet they are ignored and their labour contribution erased (for example not included in formal discussion about the research, or more recently not included as authors in articles). Of course many technicians are/were paid, but nevertheless their role in the experiment erased. One figure emerged as the expert, the scientist, whose work appeared to be solely configured and created. Programs such as the SAFE project illustrate ways in which the police officer can emerge as an authority figure; but the authority rests on labour practices that move around in the background and go unacknowledged. Much like the lab, there are many ignored figures that produce the necessary objects of police work. In the case of the SAFE program, the ideal is that a police officer will respond to a call for service and with the click of a computer screen will be immersed in this augmented map. One click reveals data about the PA system, another click offers a full layout of the school, instructions about the design of the exits, notes about potential hiding spots inside, the list goes on. Each click is a product of labourer(s) that compiled the data. But these individuals, much like Boyle’s laboratory technicians, fade into the background and are erased as the police officer emerges as an authority. The map, an augmented object, may be credited with the data it holds, but the data collectors are long forgotten as the police officer stands alone as the subject of authority because of the smooth effects of the augmented map. Smooth Effects In an era of big data and data-intensive experiences, augmented objects are increasingly present in our daily lives—with expanded tolerance and appetite. When engaging an augmented object, there is a built-in expectation that the object will "work;" meaning it will run smoothly and effectively. Take Google Maps as an example: one expects the program will run on different scales, offer the capacity to map directions, and perhaps most importantly to be accurate. When these augmented objects run smoothly they appear to be a self-contained and organized object in and of themselves. This paper intervenes on these assumptions to illustrate that this “smooth effect” can serve to erase the labour necessary to produce the effect. Thinking here of the commodity fetish, one can recall Karl Marx’s intervention that illustrated how objects, commodities, permeate our social worlds in such ways that we can see the object—that we only see the object. This concept, commodity fetishism, argues that we erase the labour and social relations involved in the production of the objects, that we forget all that was required to create the object, and we don’t see all that was destroyed in its making. An example is to think of a cup of coffee. As you sip and consume it, do you think of the commodity chain? Do you think of the worker, the working conditions necessary to plant, harvest, roast and distribute the beans; do you think about the production of the bag the beans were transported in; do you think of the warehouse or coffeehouse from which the bag of beans came from? You more likely think about how it tastes—as an object in and of itself, how it is, rather than how it came into being in the world. Similarly, I want to think about this augmented map and how attention turns to it, not how it came into the world. Thinking about labour as it relates to computer programs and computer worlds, social scientists have investigated the necessary work of computer programmers and other labourers (see for example Kelty). Tiziana Terranova discusses the immaterial and affective labour that makes online communities thrive as individuals lend their labour (often unpaid) to create an online “world” that appears to organically come together—she argues these online communities are a product of free labour. Although the police are not working for “free” the volunteers are and the valorization of labour, if erased, still results in the similar outcome. Terranova is concerned about online communities that don’t simply come into being, but rather are the product of free labour. In the case of the SAFE program, labour practices are rendered invisible when augmented objects appear to be running smoothly —when in fact this appearance of smoothness necessarily requires labour and the commodity being exchanged is the claim to authority. In his work about agricultural scientists, Kortright carefully details the physical practices associated with growing an experimental crop of sorghum. From the counting and washing of the seeds, to the planting and harvesting of the seeds, he delivers rich ethnographic stories from experimental fields and labs. He closes with the story of one researcher as she enters all the data into the computer to generate one powerpoint. He explains her frustration: “You can’t see all the time we spent. The nights we slept here. All the seeds and plants. The flooding and time at the greenhouse. All the people and the labour.” I nodded, these things had disappeared. In the table, only numbers existed. (Kortright, 20) Kortright argues for the need to recognize the social relations carved out in the field that are erased through the process of producing scientific knowledge—the young researcher ultimately knowing her labour did have a place on the slide.In much the same way, the police and volunteers engaged in a practice of removing themselves from the map. There was not enough space for long sentences explaining the debate about the best route to take; longer sentences were replace with short-phrased instructions. Conjuring the image of the police officer looking for fast, quick information, quick data was what they would deliver. The focus of the program was to place emergency icons (police cars, ambulance, fire engines and helicopters) onto the map, outline response routes, and offer photos as the evidence. Their role as individuals and their labour and creativity (itself a form of labour) was erased as the desired outcome was ease and access to data—a smooth effect. I was often told that many of the police cars don’t yet have a computer inside but in an idealized future world, police cars would be equipped with a computer console. In this world, officers could receive the call for service, access the program and start to move through layers of data rapidly while receiving the details of the call. This officer would arrive informed, and prepared to effectively respond to the emergency. Thinking back to labour required to create the SAFE map for each school (photographing, mapping, writing instructions, comparing details, etc.) and then the processes of hiding that labour (limited photos and short instructions) so that the program would appear to run smoothly and be user-friendly, the SAFE program, as an object, serves to abstract and erase labour. Indeed, the desired result was a smooth running program that operated much like Suchman’s office assistant who should be just visible enough to provide the needed help but otherwise remain invisible; similar in many ways to Shapin/Boyle’s scientific technician who is critical to knowledge production and yet remains formally unrecognized. Conclusion This article investigated a map as an entry point to understand the ways in which labour can be erased in augmented objects and, concurrently, how authority figures or experts instead emerge. My goal was to discuss the labour necessary to make one augmented map while also describing the process by which the labour necessary for the map was concurrently erased. Central to this article are the ways in which labour is erased as one clicks between these layers of data and, in the process, thinks the smoothly operating computer program is a measure of the strength of program itself, and not the labour required therein. By focusing on this augmented object, I am pointing out the collective labour needed to co-produce the map but how that map then helps to produce the police officer as authority figure. My intention is to look at the map as an unexpected entry point through which to understand how consent and authority is cultivated. Accordingly, I am concerned with the labour that is erased as this police figure emerges and authority is cultivated on the ground. I focus on the labour that necessarily to produce the police officer as expert because when that labour is erased we are left only with the authority figure that appears to be self-evident—not co-constructed.
