Friday, October 7, 1949 Dewey Portrays Truman Proposals As Road to Slavery Governor Tours Upstate To Campaign for Senator Dulles Geneva (AP) -Governor Dewey yesterday portrayed the Brannan plan and the federal administration's health insurance proposal as measures that would lead to slavery.

He added that one of the great issues of time was whether American youth would grow up in a free society or in one in which the "tells you everything and when." government, "I'm against the latter theory of government," Dewey said in a. talk before about 300 persons at Waterloo where he dedicated a community youth center. The governor, who is touring Upstate New York to campaign for the return of John Foster Dulles to the U. S. Senate, also spoke during the day at Lyons, Man- chester and Canandaigua.

Talks at Geneva 'In the evening he addressed a gathering at the Geneva Civic Center. At Lyons and Manchester he broke ground for grade crossing elimination projects and at Canandaigua he dug the first shovel of dirt to start construction of an arterial route through the city. At each stop Dewey asserted to "educate the Democrats on that he was visiting such projects what's been done with the state's postwar reconstruction finance fund." Dewey has hammered on the subject since he left Albany Monday, and reiterated yesterday that he was giving the Democratic minority in the Legislature an accounting of the fund "in concrete and brick." During the 1949 session Democratic leaders demanded an accounting of the 600 million dollars which Dewey administration saved from taxes during the war years. Dewey contends it now is being spent on worthy public projects. Urges Dulles' Return At every stop Dewey also continued to urge election of Dulles to the Senate seat he now holds by appointment of the governor.

Dulles is opposed by former Gov. Herbert H. Lehman, Democratic and Liberal candidate. "The peace of this country depends on the strength and consistency of our foreign policy," Dewey said at a luncheon at Lyons. He added: "It is imperative, if the government wants to avoid an atomic war that would destroy civilization, that we send to the Senate a man who has guided the first effective foreign policy our governhas had." He pointed to Dulles as that man.

He also said that a vote for Dulles would be: 1. "A vote against socialized medicine which would destroy the health and welfare of the American people. 2. "A vote against the Brannan plan which would pick the pockets of the taxpayers to pay the difference between commodity prices to farmers and the cost to consumers." Hails Youth Center Dewey said that the $18,000 youth center at Waterloo, to which the state contributed $8,000, was a monument a spirit he called essential to the spirit without which the country cannot survive." He asserted that although the state helped finance the structure, it did not place any controls over its use. "That is a basic political issue of our times," he added.

"There's a free way of doing things and a slave way of doing things. The present proposals of the federal government represent the slave way," he declared.
